安きに置（おけ）るに豈（あに）はからんや当秋八月廿五日大風強風の為にしも又
許多（そこばく）の家（いへ）を損（そん）じ去年の地震（ぢしん）を僅（わづか）に遁（のが）れし小家茅屋破土庫（こいへあバらややぶれぐら）ハ
皆残りなく潰（つぶ）れ失（うせ）ぬ此度に軒毎（のきこと）の損亡ハ地震の折に十倍せしかど
幸ひにして人の死亡ハ去年の十が一にもあらず斯る時ハ賊漢悪徒狼（ぞくかんあくとらう）
藉（ぜき）いとも憚りなきものにしあれど善政（ぜんせい）のおさ〳〵民に及ぶが故に其憂ひ
少しもなくして下人公命（げにんこうめい）を謹（つゝし）ミ守（まも）り一点（つゆ）も私（わたくし）の邪曲（よこしま）なく若（わかき）ハ老（おい）たるを

安らかな場所に枕を置けるようになったと思った矢先、誰が予想しただろうか、その秋の八月二十五日、大風・強風によって再び多くの家が損壊し、去年の地震をかろうじて免れた粗末な小屋や破れた蔵はすべて残らず潰れてしまった。今回の軒ごとの損害は地震の時の十倍にも及んだが、幸いなことに死者の数は去年（の地震）の十分の一にも満たなかった。このような非常時には、盗賊や悪党どもが憚ることなく狼藉を働くものであるが、善政の恵みがあまねく民に及んでいるため、その心配はまったくなく、身分の低い者も公の命令を謹んで守り、少しも私欲による不正を働かず、若い者は老いた者を助け、富める者は貧しい者に施すという善行がなされた。その甲斐あってか、翌二十六日の夜明けにはすっかり風も止み、雨も静まり、再び太陽の光を仰ぐに至った。これはまさに孔子の『家語』に言う「災いや妖異は善政に勝てない」という類のことであり、まことにありがたい吉兆というべきものである。

Just as people had finally been able to lay their heads down in peace, who could have anticipated that on the twenty-fifth day of the eighth month of that autumn, a great and powerful wind would once again damage so many homes? The small, humble dwellings and broken storehouses that had barely survived last year's earthquake were all completely destroyed without exception. The damage to each and every eave this time was ten times greater than during the earthquake, yet fortunately the number of deaths was less than one-tenth of those from last year. In such times of crisis, thieves and villains would normally engage in lawless acts without restraint; however, because the blessings of good governance extended thoroughly to the people, there was not the slightest concern of this kind. Those of lower station carefully observed the public orders without a moment's private wrongdoing; the young helped the elderly, and the wealthy gave to the poor — such virtuous acts were performed throughout. Perhaps as a result of these good deeds, by the dawn of the following twenty-sixth day, the wind had completely ceased, the rain had settled, and people were once again able to look up at the sun. This is surely an example of what is described in Confucius's *Kongzi Jiayu* (Family Sayings of Confucius) as "calamities and omens cannot overcome good governance" — a most auspicious and reassuring sign indeed.
