They are called "Chikudun no Peechin." Those of the sixth rank lower grade (Jotokurou) and seventh rank lower grade (Jokourou) are all called "Sadame Peechin." Eighth-rank red-hat officials are called "Sato no Shi," and those who govern territories are called "Chi Rijuushi." Ninth-rank red-hat officials are called "Chikudun no," and those not yet in service are called "Ko." None use their family names. The specific listings are as follows:
Kokusou (Prime Minister) - one person, first rank upper grade. A royal uncle with talent and strategy is appointed to this position.
Genkou (Prince) - first rank upper grade. Royal princes and brothers receive this title.
Gunkou Yuukou (Regional Lords) - first rank lower grade. Descendants of Genkou receive this title. Those with merit are promoted to the same rank as Genkou.
Houshi (Three Officials) - three persons, second rank upper grade. Royal uncles-in-law and meritorious relatives are appointed. The Tensou (Heaven Ministry), Chichou (Earth Ministry), and Jinsou (Personnel Ministry) take turns serving at the royal palace, and when there are major matters, they convene to discuss and report to the Kokusou. Those granted the Houshi title hold the same rank.
Shikin Kan (Purple Cap Officials) - second rank lower grade. Either regional or district lords, serving as high ministers in honorary positions as vice-ministers. There is no fixed number, and some are granted Houshi titles.
Jimoku Kan (Eyes and Ears Officials) - four persons, third rank upper grade. One Shihin Jimoku Kan (native name: Onjousoku), one Tenpin Jimoku Kan (native name: Onsoushikori), one Shikei Jimoku Kan (native name: Heirasoku), one Kanpaku Jimoku Kan (native name: Hakuchitou).
