...distributed at a rate of one [rice ball] per person per meal, and the chaotic and miserable scene defied all description. Though I have no knowledge of past earthquakes, nor did I witness this year's tsunami disaster along the Sanriku coast, in this flood disaster — while bodies were not in evidence — the extent of suffering in other respects surpassed anything I had ever imagined even in my dreams. Thus, elderly survivors among the disaster victims opened their tear-filled eyes wide and told me: "I am over eighty years old, yet this is the first time I have ever encountered such a flood."
**◯ Motosu District:** On the same 21st day, due to the collapse of the embankment at Kawado Village, Kata County, more than half of three villages — Ikutsu Village, Takaya Village, and Hashiramoto Village in Motosu District — and the town of Kitagata were inundated; four houses were completely destroyed, and other details remain unknown. Before dawn on the same day, the embankment at Nishikawara, Baba Village, Motosu District, along the Itanuki River collapsed, causing seven houses to wash away and two to collapse; the entire village was flooded up to the eaves. At 5 a.m. on the same day, the embankment along the Goro River at Ushimaki Village collapsed, and the villages of Ushimaki, Jūkujo, Notomi, Sobue, and Inasato were all flooded up to floor level. At the time, one house and one school building were washed away. That same morning, the embankment at Hozumi Village along the Nagara River collapsed, and sixteen houses were washed away. In addition, the embankment at Tadakoshi Village in the same district along the Itanuki River collapsed, causing inundation south of Ogaki Village in the Goro Wajū to exceed eave level.
Furthermore, yesterday's inspection tour of Motosu and four other districts (conducted by Secretary Saitō) found that although there were many instances of embankment collapse and houses washed away, the terrain being somewhat elevated meant that water had mostly receded. The prefectural office today convened an emergency meeting to deliberate on temporary construction costs, amounting to more than 130,000 yen. (Dispatched from Gifu, July 27th)
**Masuda District:** On the same 21st day, due to rising waters in Masuda District, in Oaza Mori, Shimōiwa Village, Masuda District, 67 houses were flooded from 1 *sun* to 3 *shaku* above floor level. In Nakahara Village and Sangō Village, 4 houses were washed away, 2 half-destroyed, 13 damaged, 100 flooded above floor level, and 167 flooded below floor level. In Kawanishi Village and Ogiwara Village, 2 houses were washed away and 9 were damaged.
**Ōno District:** On the same 21st day, at 11 a.m., due to the flooding of the Miyata River, one house in Miya Village, Ōno District, was washed away.
**Kata District:** On the 21st of this month, due to flooding of the main and tributary streams of the Nagara River, as well as the Toba, Imera, Itaya, and other rivers, the embankments of the following villages in Kata District were destroyed: Nagara Village, Kawado Village, Terada Village, Noritake Village, Masaki Village, Sogayashiki, Ichinichi-ichiba Village, Washiyama Village, Kamidoi Village, Narita-yuki Village,

...Uchikoshi Village, Tsubakibora Village, Uchitate Village, Kida Village, Kurono Village, Kurino Village, and Mitabora Village. In these villages, 263 houses were washed away, 378 collapsed, 797 half-destroyed, 2,168 damaged; 860 houses were flooded above eave level, 2,012 above floor level, and 605 below floor level. In Furutsu Village, Kata District, one section of the Nagara River embankment broke, and in Imadate Village, three sections of the Nagara River embankment were breached; one school building and 31 houses were washed away, and one elderly woman drowned.
**Yamagata District:** On the same 21st day, in Kanzaki Village and Tahara Village, Yamagata District, 2 houses collapsed, 4 were half-destroyed, 2 were damaged, and 4 were flooded below floor level.
**Fuwa District:** On the same 22nd day at 3 a.m., the embankments of the Kuise River and the village central embankment at Ayano Village in Fuwa District, as well as the central embankment at Shioda, Shizusato Village, all collapsed. Water entered the Ayano Wajū, and 5 houses were washed away. There were no casualties among people or livestock.
**Tagi and Shimōishizu Districts (both):** Aside from the portions belonging to the Takasu Wajū, nine-tenths of these two districts are said to be flooded. Like elsewhere, fields, residential land, roads, and bridges have all been submerged, presenting the appearance of a lake. However, their location in the southwestern corner of Mino Province at the foot of the border mountain range means the degree of damage is comparatively low. The administrative seat of Tagi and Shimōishizu Districts is called Takada Town. In this small town, when the Ibi River embankment broke and the water was at its highest, some houses were flooded above floor level, but water receded quickly and conditions have now nearly returned to normal. Accordingly, the number of washed-away and collapsed houses is comparatively small, and the district office is currently conducting a detailed investigation.
**Flood Damage in Atomi District:** Within Tatsunomae Village, Atomi District, the Sakai River overflowed and flooded within the embankment, with more than 50 houses inundated. In Hino Village, the main embankment along the Nagara River was breached, invading fields and houses; the number of houses requiring evacuation reached 245, and the scale of damage exceeded that of the flood disaster of the 26th year [of Meiji, i.e., 1893]. Furthermore, in Sugō Village within the Shima Wajū, two sections totaling over 100 *ken* of the Nagara River embankment were destroyed. In addition, one house outside the embankment at Chaya Shinden Village was washed away.
**Hakuri and Nakashima Districts (both):** Due to the collapse of the Kiso River embankment and the destruction of the Nagara River sluice gate, [Hakuri District]... [continues on next page]
