御本意の如くすみやかに金銀の品を本の
如くになし返され天下の煩を除れ候へし
若天下の貴銭の存する処も今日通用の金
銀其数の半を減せられん事も不可然御事
と存し工商の類も其利の半を失ひ候はん
事はかなしむへからすと存し候におゐてハ
天下の人と共に其時を御待合せ可有之候
只いつれの道にも金銀の事は我国万代
まてのために
東照宮定め置れし法の如くになし返さ
るへき御本意に候間天下の貴銭よろしく
此旨を存すへきに被仰出候者也

現代語訳
御本意の通り速やかに金銀の品質を元のように戻し、天下の悩みを除かれるでしょう。もし天下の貴賤の存ずるところでも、今日通用している金銀の量を半分に減らすことも好ましくない御事と存じ、工商の類もその利益の半分を失うことは嘆くべきではないと存じるのであれば、天下の人と共にその時を御待ち合わせになるべきでしょう。ただ、いずれの道においても金銀のことは我が国の万代のために、
東照宮が定め置かれた法の通りに戻すべき御本意であるので、天下の貴賤はよろしくこの旨を理解すべきであると仰せ出されたのである。

In accordance with your true intention, you shall swiftly restore the quality of gold and silver to their original state and remove the troubles of the realm. If both the high and low classes throughout the realm also believe that reducing by half the amount of gold and silver currently in circulation would be an undesirable matter, and if merchants and artisans believe that losing half their profits should not be lamented, then you should await that time together with all the people of the realm. However, in any case, regarding the matter of gold and silver, for the sake of our nation for ten thousand generations,
it is your true intention to restore them according to the laws established by Tōshō-gū, so it has been declared that all classes throughout the realm should properly understand this matter.
