...nevertheless, since nothing could outweigh the domain's benefit, [the retainer] had set aside personal considerations and submitted his objections. He earnestly requested that this be understood charitably and borne in mind without ill feeling. However, [he was subsequently] ordered to proceed to the coastal defense installation (*o-sonae-ba*) in the capacity of a *bantō* (senior officer in command of a unit), and to oversee the administrative officials (*chikan*) as well, in the manner of a former magistrate (*moto-bugyō*). He was notified of this by the relevant superiors. Although he had previously communicated his detailed concerns through informal channels, he was told that, given the particular nature of the duties involved, the appointment had been made after especially careful deliberation (*go-ginmi*), and that should he ever come forward with apologies or objections, it would not only be greatly harmful to the domain's interests but would also be impossible to accommodate as a request—and he was repeatedly and earnestly urged that no such thing should ever occur. Left with no choice, and though filled with the deepest apprehension, [the retainer] found himself unable to submit any further apology, accepted the assignment, and proceeded to issue instructions to each party as appropriate.
Regarding the number of personnel and the assessed revenue (*kokudaka*): as had previously been estimated and reported, the allocation was to be made among the various ranks of samurai and foot soldiers in proportion to a total of 30,000 *koku*. After repeated and detailed deliberation, the breakdown was determined as follows. The Kannonzaki sector, which was also to cover the Heirane-yama defense position, was assigned: one *bantō* (senior unit commander); three *kumigashira* (squad leaders); forty-five *kumishi* (unit samurai); twenty-five *yoriai-gumi* (reserve/miscellaneous group) members; two *monotō* (minor officers); twelve *ashigaru-sahai yoriki* (foot-soldier supervisory assistants); sixty *ashigaru* (foot soldiers); three *o-gunji-kata* (military affairs officers); and three *o-hata no mono* (standard-bearers). For the Misaki sector: one *bantō*; two *kumigashira*; thirty *kumishi*; fifteen *yoriai-gumi* members; one *monotō*; five *ashigaru-sahai yoriki*; twenty-five *ashigaru*; and three each of *o-gunji-kata* and *o-hata no mono*. In addition, both locations were to be provided with: liaison officers (*soeyaku*), inspectors (*o-metsuke*), foot inspector (*o-kachi-metsuke*), physicians specializing in internal medicine (*hondō*) and surgery (*geka*), pyrotechnics experts (*kajutsu-sha*), individuals capable of conducting written communication (*hitsudан*) in the event of the arrival of foreign vessels, and further, from among the sons of samurai-ranked (*shibun*) retainers and *yoriai-gumi* members stationed at both locations, those of good character and sound health...
