(前頁より続き)    武芸の優れた者を、それぞれの扶持・給与をもって甲士・寄合組の御雇として仰せ付けられた。御備え・御用・海防の手立てとして火器が特に重要であることから、火術の修行をした者はご吟味に及ばずもちろんのこと、学問・弓馬・槍・刀の業などにおいて彼の地で師範となれる者をも右の内へ加えるよう、追々ご吟味のうえ、当十一月九日に彼の地へ差し越されるよう仰せ出された。三か所の台場へ大小の仕掛け(砲台設備)・拘留(守備配置)・配方(配置の按配)・員数を、白川家の御備えの石高と比べて不都合のないように取り調べ、大銃の不足分については、当面の間、公儀御有合いの一貫目以上の筒四挺ほど御拝借の御願い立てを行えば御渡しとなるべき御振り合い(先例・慣例)があり、その余りは追々新たに鋳立てるよう仰せ付けられる以外にない見込みである。また三か所ともに、前・中・後の船の配置、三か所の前・中・後・左・右、昼夜の色分けの目印、検使船を差し出す節の目印の設け方、検使・物見船および海戦に入用なその他大小船の員数は、追々彼の地において新たに艘を剥き立て(建造・整備し)、そのほか御領分村々の持船を御雇いとする積もりで手配し、船の戦卒・乗組・大小銃の打ち手および船頭・水主の配方・員数については、御領分の船方の者を雇うだけでは足りないため、追々吟味のうえ相応の者を召し抱える積もりである。船の大小に応じた海戦・火攻めに要用の具の設け方などを銘細(詳細)に取り調べ、かつ彼の地へ詰める番頭をはじめ役々面々の職掌を、よくよく体得・認識していなければ、会津(での)勤めと違い、新規の御手(続き)……

(Continued from the previous page) ...those proficient in the martial arts were to be hired (*o-yatoi*) into the *kōshi* (armored samurai) and *yoriai-gumi* (reserve group) ranks, with stipends allocated accordingly. Since firearms are of paramount importance for coastal defense preparations, those who had trained in pyrotechnics (*kajutsu*) need not even be subjected to formal examination—and furthermore, those who could serve as instructors at the posting location in the fields of scholarship, archery and horsemanship, spear, and swordsmanship were also to be added to the above group. After successive rounds of examination and deliberation, orders were issued that they be dispatched to the said location on the ninth day of the eleventh month of the current year. For the three fortified battery positions (*daiba*), the arrangements for large and small installations, garrison dispositions, allocations, and personnel numbers were to be investigated so as not to fall short in comparison with the defense establishment (*o-sonae-kokudaka*) of the Shirakawa domain. Regarding the shortfall in large artillery pieces, it was anticipated that, should a formal request be made to borrow approximately four guns of one *kanme* (approx. 3.75 kg) caliber or larger from the *Kōgi* (the Tokugawa Shogunate) stockpile as a temporary measure, there was precedent (*o-furiai*) for such items to be provided; and for the remaining shortfall, there was no alternative but to await orders for new guns to be cast in due course. Furthermore, for all three locations, the deployment formation of vessels into van, center, and rear positions; the color-coded signals distinguishing front, center, rear, left, and right at the three positions by day and night; the method of setting up signals for when inspection vessels (*kenshu-sen*) were dispatched; the required numbers of inspection vessels, reconnaissance vessels, and other large and small vessels for naval combat—all of these were to be managed by gradually building and fitting out new vessels at the said location, and additionally by hiring vessels owned by villages within the domain's territory. As for the assignment and numbers of combat personnel, crew members, large and small gun crews, helmsmen (*sendō*), and sailors (*kasshu*) for the ships: since relying solely on the hiring of mariners from within the domain would be insufficient, it was planned that, after careful review, suitable individuals would be recruited and retained. The methods for equipping vessels of various sizes with implements required for naval combat and fire attacks were to be examined in meticulous detail. Moreover, the duties and responsibilities of the *bantō* (senior unit commander) and all other officers to be stationed at the said location must be thoroughly understood and internalized—for unlike service in Aizu, this being an entirely new undertaking...
