They plundered rice, grain, and various other goods. Moreover, since last month, disturbing ships have been appearing in the waters off eastern and western Ezo territories, including Matsumae, Hakodate, and Nanbu domains. Due to the unpredictable nature of these urgent developments and the incalculable situation, Hakodate Magistrate Hata Aki no Kami issued orders to both the Nanbu and Tsugaru houses to send additional troops. Furthermore, following orders from the Satake house, reinforcement troops were urgently dispatched to Hakodate. Successive reports came in stating that nearby domains should maintain a state of urgent alertness, and the situation became increasingly unstable. Therefore, pending orders from the shogunate, preparations were made for urgent deployment. This morning, since Takekawa Gensuke was in charge of military preparations, the first unit was designated as the command element. For the advance guard second unit, since Kitahara Kankayoshi was on duty rotation, Inoue Hyōma took command. For the third unit, since Tanaka Saburōbee was currently serving as a special advisor during the lord's minority, depending on the shogunate's arrangements, Saigō Tanomo would take special command first, along with other officers from outside the regular units, as was ordered. Dispatching several thousand troops from the domain beyond the Hakone barrier was an unprecedented event since the time of Hoshina Masayuki (Dotsū-sama). Moreover, although military reforms had been implemented during the Tenmei period, they were still only half-completed, and the systems for rapid response were not fully established. Various essential matters including military regulations, oaths of officers and soldiers, written orders, military prohibitions, and marching procedures...
