(Continued from previous text)…If there were any locations deemed suitable, [officials] were urged not to withhold their opinions but to raise them forthrightly, as Lord Shimotsuke-no-kami had communicated by way of notice. Furthermore, Lord Etchu-no-kami summoned Saigō Tanomo, conveying earnestly that the current duties were of the utmost importance, and that should any discord arise between the two parties, it would not only be detrimental to the interests of the bakufu (public authorities), but depending on the circumstances, could expose Japan's disgrace to foreign nations. Therefore, both parties were strongly urged to harmonize their relations, act as one household, and discuss all matters openly and without concealment before proceeding. After these detailed consultations were concluded and the inquiry to the bakufu completed, on this 12th day, the following personnel were dispatched: Katamine Shirōzaemon, serving concurrently as御聞番 (Inspector); Kawase Jūjirō, serving concurrently as Inspector and Construction Magistrate (Fusin Bugyō); Kohira Izaemon's son Sangoro, of the Gunnery Unit (Kajutsu-kata); Sakai Den'nai's son Tomikichi; land survey official Matsumoto Kōkurō; and other lower-ranking officials from various departments. From Lord Etchu-no-kami's side, Naruse Ikuemon, serving as Chief Steward-Magistrate (Goyōnin Bugyō); Hirose Daihachi, an assigned official of the Academy of Learning Magistrate's Office; and several others from the military units, gunnery sections, and lower-ranking staff were also sent out. Together with the Accounts Examining Officer (Kanjō Ginmi-yaku) Lord Shinoyama Jūhei, the Construction Officer and Deputy Magistrate (Fusin-yaku Odaikan) Lord Ōnuki Jirōemon, and their attached staff, the entire group arrived at Uraga, and proceeded to inspect sites previously identified at Kannonsaki, Tōmyōdō (lighthouse), and other locations, as well as potential sites for temporary lodging quarters and residential plots, conducting their survey…
