(Continued from previous text)…Having completed their survey, the group crossed over to Hyakushu in Sōshū (Kazusa/Shimōsa Provinces) for further inspection, then proceeded along the coastline to Susunosaki in Bōshū (Awa Province), from there crossing over to Misakichō in Sōshū (Sagami Province), conducting a circuit inspection of Jōgashima island and its surrounding areas, examining the coastline and the situation at Desaki in detail. After completing the survey, the entire party returned to Edo. Upon reporting the details of the survey at each location one by one, Lord Jūhei requested to hear the assessment regarding: the sites suitable for the construction of gun batteries (daiba), the plots for temporary lodging quarters, and any other locations where it would be appropriate to increase defensive positions. In response, Ikuemon indicated it would be difficult to give a definitive answer without first returning to Edo and reporting to his lord (Lord Etchu-no-kami). When pressed that, although it was a matter to be formally communicated after thorough discussion between the two houses, he was asked to share his own personal assessment and views for the time being, Ikuemon consulted with the various observations and opinions regarding each location, and presented them accordingly. Regarding the matter of defense arrangements (o-sonae-kata) at the entrance to Edo Bay, it is understood that at the beginning of the Kansei era, when Lord Etchu-no-kami was serving as a Senior Councilor (Rōjū), he had conducted investigations into the matter. Over the past four to five years, Uraga Magistrate Lord Iwamoto Iwami-no-kami and Artillery Officer Lord Inoue Sadayū had been repeatedly ordered to conduct surveys, completing the assessment of sites for gun battery emplacements and broadly establishing a defensive plan. It is understood through confidential channels that the decision this time to entrust both houses with this responsibility on a permanent basis reflects deep and considered intentions [on the part of the bakufu]. As described above, Lord Etchu-no-kami has been overseeing this matter since his tenure in office, retaining thorough personal records and knowledge of it all, and is personally conducting detailed inspections…
