猶更御家来一統心服不仕点止可罷在候義ニ無
御坐候間御領知高御家格相当之御引渡ニ相成候
様ニと御役筋江内密申立有之七月十五日
相州之方御引請ニ相成候同日青山下野守様
より御持場分被仰付候ニ付而ハ台場其外御存
寄も候ハヽ可被仰達旨御達被成猶御勘定
奉行衆ゟ茂同様御同人様御沙汰之旨被達
旁陣屋居小屋之場所其外共ニ再吟味被
仰付候依而ハ陣屋取立為入用御人数高可取
調義之処人数積之儀ハ第一ニ賊之形勢
衆寡強弱之次第と戦地之険易形勢ニ
因り廟算可致義ニ候処外国之儀者事
広義ニ而何之国より如何様之子細ニ而渡
来可致も不被計知義ニ候へ者何程之人数
ニ而喰留可申との目算ハ不被致義ニ有之
広闊之海上多之戦艦を聯風瀬之利ニ

台場の数を増やして御渡し下さるようでは、一時のことと違い永久に引き張られることとなり、武門の栄辱に関わる儀である。御幼年のこの節、なおさら御家来一統が心服せず、不満にとどまることになりかねないことであれば、御領知高・御家格に相当した御引き渡しとなるようにと、御役筋へ内密に申し立てたところ、七月十五日に相州の方を御引き請けとなった。同日、青山下野守様より、御持場分を仰せ付けられたことにつき、台場その他に御存じよりがあれば仰せ達せられるべき旨、御達しがあった。さらに御勘定奉行衆よりも同様に、御同人様の御沙汰の旨が達せられ、これにより、陣屋・居小屋の場所その他とともに、再び吟味を仰せ付けられた。よって、陣屋取り立ての入用として御人数高を取り調べるべきところ、人数積算のことは、第一に賊の形勢・衆寡・強弱の次第と、戦地の険易・形勢によって廟算(びょうさん)を致すべきことではあるが、外国のことは事が広義であって、何の国よりいかような子細にて渡来致すかも計り知れないことであれば、何程の人数で食い留め申すべきかとの目算は致しがたいことである。広闊たる海上に多くの戦艦を連ね、風と瀬の利に乗じて大勢が乗り込んで来る、その仕儀によっては、会津全国の御人数を御備え置かれたとしても、これで御安堵されることは決して……

…were the number of battery emplacements (*daiba*) to be increased and then assigned to us in such a manner, it would differ from a temporary arrangement and become a permanent burden, touching upon the honor and disgrace of our military house. At this particular time, when [the domain lord] is still of young age, it would be all the more likely that the retainers as a whole would fail to submit in loyalty and remain discontented. It was therefore communicated confidentially to the relevant authorities that the assignment should be made in a manner befitting our assessed rice yield (*ryōchidaka*) and domain status (*iekaku*). On the 15th day of the 7th month, we were assigned to take charge of the Sagami region. On that same day, Lord Aoyama Shimōno-kami communicated that, since we had been assigned our designated area of responsibility, we should make known any thoughts we had regarding the battery emplacements and other matters. Furthermore, the Commissioners of Finance (*Kanjō-bugyō*) also conveyed the same instructions on behalf of the same lord, and accordingly, we were ordered to conduct a further examination of the sites for the garrison headquarters (*jin'ya*), barracks (*koya*), and other related locations. Therefore, while it was necessary to calculate the number of personnel required to establish the garrison headquarters, the calculation of troop numbers must above all be determined through strategic deliberation (*byōsan*) based on the enemy's disposition, their numerical superiority or inferiority, their relative strength, and the topographical ease or difficulty of the battlefield. However, since foreign affairs are matters of broad scope—and it is impossible to know from which country, and under what circumstances, they might come—it is not possible to estimate with what number of troops we might be able to hold them in check.
