There is no other option but to select a location that is well-suited for coastal defense purposes. In recent years, the site surveyed by the shogunate, known as "Hasedōgaya," is located approximately three chō to the south of the Kannonzaki battery, with the rear three sides being considerably elevated — a terrain that might be called a "tenkama" (天竃, a cauldron-shaped hollow enclosed on all sides). The front faces the coastline, close to the water's edge, making it a location that would ordinarily be considered unsuitable for establishing a camp. However, if proper and sturdy precautions are taken to prevent unexpected surprise attacks from the rear of the encampment, it need not be considered particularly problematic. The villages of Kamoi and Hashirimizu are not far away, making it convenient to conscript laborers in times of urgent need. There are places nearby where small boats for pushing along the coast can be stored, and it would be convenient for departing from the garrison. Even in the unlikely event of a sudden uprising or other disturbance, it is not so precarious as to be immediately overrun. The location also lacks nothing in terms of water supply and fodder for horses. As for the seaward side, where the site is visible from the sea, one could gradually plant pine trees to obscure the view, and there would be no other course but to establish one's position at this location. Regarding the lighthouse, while it would be a suitable location for the defense of the mouth of Uraga harbor, the elevation is only about nine shaku above sea level, and even if one were to build up the battery's terrain with stone walls, it could not be completed to a satisfactory degree. In any case, with such low-lying terrain, there would be concern about high waves, and it would be impossible to have sufficient convenience for firing large cannons. Therefore, for now...
