達而見込候通平根山之内船見山江移し

In accordance with the firmly recommended plan, it would be appropriate to relocate to Funamiyama within Hiraneyama and construct it in the same manner as Kannonzaki. As for personnel, it would be fitting to have them assigned as Kannonzaki garrison holders, rotating on duty without interruption. The temporary quarters and outbuildings should be located approximately one chō below the battery, at a site previously surveyed by the shogunate for the large-cannon crew quarters, known as "Yayatsu," which would be convenient for access to water supply and landing facilities. Regarding the Jōgashima battery, it should be positioned as previously planned, and in all respects constructed in the same manner as Kannonzaki. The Shirakawa domain, from the outset, considered both this location and Suzaki to be the entrance to Edo Bay and therefore envisioned constructing them with particular impressiveness — using stone walls and multi-gate (tamon) style construction, with fences on both sides, and in times of emergency, hanging curtains and displaying banners and weapons in array. However, our assessment was that such a style of construction would present certain obstacles, and we agreed that it would not be necessary to proceed in that manner. Nevertheless, as it would be problematic if they were to insist strongly on a different approach, it was arranged that negotiations would be conducted in a measured manner and a final decision would be made once the respective jurisdictions were determined.
