One: In the first month of the same thirteenth year (Year of the Rat), he was ordered to travel to Kyoto as an official envoy to investigate and arrange lodgings (hatagoya) in advance of the lord's visit to the capital, with instructions to depart within two or three days. Furthermore, he was instructed that since the arrangement of lodgings is a matter of great importance bearing upon the domain's financial gain and loss, he should not rely on personal favors or hospitality, but should negotiate arrangements so that expenditures are kept to a minimum; at post stations such as ferry crossings, he was to make thorough inquiries at the preceding lodging as well. Additionally, since personnel for on-site negotiations at the lodgings would also be dispatched, all were to proceed together and consult one another so as to ensure there were no inconveniences, and to manage affairs appropriately.
