It is said that passage could become safe and unobstructed, and it is rumored privately that those with courage can travel on foot along the mountain paths connecting to the mainland. The places of Tera, Akkeshi, Menashi, Keikoku, Osarubetsu, Kayaman, Heususan, Kiitatsuf, and Nochif stretch for hundreds of ri without knowing the end, and there are said to be considerable gold, silver, copper, iron, and tin mines. The people there greatly value Japanese rice, and there are agricultural fields throughout the region. While such fields exist in the deeper parts of Ezo, within five hundred ri of outer Ezo, all manner of textiles, even brocade, are reportedly woven freely; though in truth, it is said these goods are brought over from North Korea (the Manchurian/Maritime Province area). North Korea is said to be closer to inner Ezo than Japan is. The Lord of Matsumae has been conducting considerable trade there, which has greatly benefited his finances. It is certain that if mining of the gold, silver, and copper mountains were permitted, there would be substantial output. Since long before,

there have been such accounts passed down, and experienced people have said as much, but out of deference to the Bakufu (the shogunate), mining has not been permitted. Nevertheless, the local people do manage to extract placer gold through small-scale efforts, and in the deeper parts of Ezo, considerable amounts are reportedly being mined, with gold being woven into textiles as well. In the outer Ezo region, there are areas where flat land stretches for hundreds of ri; if cultivated, it could yield hundreds of thousands of koku, but again out of deference to the Bakufu, it has not been ordered to send large numbers of people to develop it. If the Bakufu were to send officials, permit the mining of gold and silver mountains, and order the development of farmland and such, then Matsumae and the Tsugaru area, as well as other eastern provinces, would prosper, and even common people like us would benefit. Altogether, there are many various trading activities between Matsumae and Ezo, and the benefits to the Lord of Matsumae are such that one could not fully describe them all, but since ancient times, particularly...
