籌海全図者、蓋徳川氏秘府中之物、而
人或窃写、以伝者也、或曰、水戸烈公之
撰、烈公於此国、討究二十年而也成焉、其
為図也、周密精到、荀有一檣之可泊、片
㠶之可通、必窮其澳港之広狭浅深、潮
汐之迂直順逆、而止、夫徳川氏愚人、以
治天下、故図籍之関係時事者、多忌而
秘之、如此図、尤其所忌也、故時人或伝

朝廷、王道治天下、其執心也、正大、其為
政也、簡易、非復往昔覇者之詐術也、於
是天下珍秘之書、相尋上梓、乃此図独
忍舎諸、且夫地理之学、不可不講也、何
待論、矧方今航海之術日開、舟舶之用
日広、且西洋之夷、日往来　我辺疆、万
一生変、則正守之於陸、奇攻之於海、一

「籌海全図」とは、徳川氏の秘府に収められていたものであり、人々がひそかに書き写して伝えてきたものである。ある説によれば、水戸烈公の撰になるものだという。烈公はこの国について二十年にわたって研究・考究した末に完成させたものである。その図たるや、周到・精密の極みに達しており、一本のマストを停泊させうる場所や、一艘の小舟が通行できる水路があれば、必ずその港湾・入り江の広狭・浅深、潮流の迂回・直進・順流・逆流を徹底的に究め尽くしている。そもそも徳川氏は愚民政策をもって天下を治めたため、図書・記録のうち時事に関わるものは、多くを忌み嫌って秘蔵した。この図のごときは、とりわけその忌み嫌うところであった。それゆえ当時の人々がこれを伝えても、

ただ自ら珍重・秘蔵するのみであった。しかるに今や政権は朝廷に復し、王道をもって天下を治めるにあたり、その志は正大であり、その政治は簡明であって、往昔の覇者の詐術とは全く異なるものである。ここにおいて天下の珍秘の書は、相次いで上梓されるようになった。しかるにこの図だけをひとり捨て置いて忍んでいられようか。そもそも地理の学は講じないわけにはいかないこと、改めて論ずるまでもない。まして今や航海の術は日ごとに発展し、船舶の用途は日ごとに広まり、かつ西洋の夷狄は日々わが辺疆に往来している。万一変事が生じた場合には、陸においては正攻法で守り、海においては奇策をもって攻め、一戦にして醜夷を殲滅するには、誰に従ってそれを得ることができようか。そうであれば、籌海の〔学は…〕

Preface to the Engraving of the "Complete Maps of Maritime Defense of Great Japan"

The "Complete Maps of Maritime Defense" were originally objects kept in the secret archives of the Tokugawa house, which people occasionally copied in secret and passed down. According to some accounts, they were compiled by the Mito Rekkō [Lord Nariaki of Mito]. His Lordship studied and investigated this country for twenty years before completing them. As maps, they are thorough and precise to the utmost degree: wherever a single mast might anchor or a small vessel might pass, the breadth, depth, shallowness, and the winding or straight, favorable or adverse currents of every harbor and inlet were exhaustively recorded. The Tokugawa house governed the realm by keeping the people ignorant, and therefore suppressed and kept secret many books and records relating to current affairs. Maps such as this one were especially among those they wished to suppress. Hence, even when people of that time transmitted these maps,

they merely treasured and kept them secret for themselves. Now, however, political power has been restored to the Imperial Court, which governs the realm through the kingly way. Its intentions are upright and great, its governance is simple and straightforward — nothing like the deceitful stratagems of the hegemons of former times. Thus, rare and secret books throughout the realm have been published one after another. How then could we alone bear to leave this map aside and do nothing? Furthermore, the study of geography is indispensable — this goes without saying. Moreover, the art of navigation advances day by day, the uses of ships expand day by day, and the Western barbarians come and go daily along our borders. Should trouble arise, one would defend on land with orthodox tactics and attack at sea with unorthodox strategies, so as to annihilate the barbarous enemy in a single battle — but from whom could one learn to achieve this?
