Item: 13th day of the 4th month. His Lordship proceeded to Edo Castle and presented his formal greetings (sankin no orei) upon his arrival for alternate attendance. As customary, he presented offerings of a ceremonial sword (otachi), silver, and silk wadding (wata). Following this, his retainer Sakai Genba (Tomotaka), whom he had brought along, was granted an audience (omemie) with the Shōgun. Item: 14th day of the same month. Although the embargo at the offshore entry-point (okiguchi dome) of Mikuni had previously been lifted, it emerged that ships from other provinces had been entering the harbor, selling rice, and using the proceeds to conduct currency exchange transactions, causing an excessive outflow of gold coins from the domain's official exchange office (ofudadokoro). The magistrate (bugyō) therefore reported that the offshore embargo should be reinstated. In response, the following written order (kakitsuke) was issued by the chief elders (karō) to the Kanazu Magistrate, the Town Magistrate (machi bugyō), and the Rural Magistrate (kōri bugyō): Now that the offshore entry-point embargo has been reinstated, there may be those in the coastal villages under your jurisdiction who defy the prohibition and allow foreign vessels to enter illicitly. You are hereby ordered to conduct a strict investigation into this matter. Should you hear of any instances in which foreign vessels have entered in violation of the embargo, you are to deal with the offenders strictly and without fail. You are therefore to order all those in your jurisdiction to conduct their investigations with the utmost diligence and care. Item: 16th day of the same month. Through a written directive (okirikami) jointly signed by the Senior Councillors (rōjū), His Lordship was appointed to serve as fire watch (hi no oban) at Tōeizan (Kan'eiji Temple on Mt. Ueno) in place of Matsudaira Ōi-no-Kami (Tsugumasa). Item: Same month (date unknown). Regarding the matter of mikasa gambling (mikasa bakuchi), a circular letter (mawashijō) arrived from among the Senior Inspectors (ōmetsuke), stating the following: It has come to our attention that a practice called "torinoge mujin," which is equivalent to mikasa gambling, has been occurring. Although the prohibition against this practice was previously announced on multiple occasions, it has still not ceased. Of late, people have been evading the ban by conducting such mujin (rotating credit associations) under names such as "temple and shrine construction associations" (jisha konryū kō) or various other types of associations (shina-jina no kō). Therefore, those individuals found to be involved shall be arrested and, on this occasion, shall be punished...(continues on the following page)
