(Continued from the previous page) This is to be understood in accordance with the established regulations. Supplementary note: Regarding the matter of condolence offerings (kōden), those who have been invited to mourning gatherings are excepted; all others, even relatives, are to refrain from offering them. Item: Concerning donations (hōka) This has been prohibited since former times, but henceforth, anything of a similar nature is also absolutely prohibited. Supplementary note: Making votive offerings, donations, or gifts to shrines and temples under the jurisdiction of the temple-shrine magistrate (jisha-bugyō) or to diviners and astrologers (onmyōji) and their ilk; or spending money and silver under the pretext of praying for the repose of souls — by retired household heads, wives, children, and others alike — is entirely without benefit. Reports have reached us that such conduct is being treated carelessly. Henceforth, both parents and children are to take care and ensure that no wasteful expenditures of this kind occur. The same applies to occasions of temple openings (kaichō), religious lectures (dangi), and dharma sermons (seppō). The matters described above are hereby strictly ordered to be observed for a period of five years, from this year through the Year of the Tiger. We have heard that the members of the household have been falling into hardship year by year, and this is a matter of the deepest concern and sympathy. We would very much like to provide some form of financial assistance or relief, but in recent years the harvests have been poor, and on top of that, expenses have continued to mount, placing the household finances in dire straits, such that it has not been possible to provide assistance as we would wish. Indeed, it has become a time when debts of rice may even increase further; the hardship of the household members can only grow worse, and there is nothing to be done about it. This, however, is owing to our own inadequacy and incompetence, and the worry and distress this causes us day and night, robbing us of peaceful sleep and meals, is beyond what words can express...
