によって、思いがけず即位した。その時年齢は六十二歳であった。そもそも壬申の乱において、大友皇子が討たれて天武天皇が即位したため、天智天皇の子孫は衰えて微々たるものとなっていたが、ここに至って天武天皇の王孫はかえって絶えて、天智天皇の嫡流が王統を継いだのである。
宝亀元年十月、従一位左大臣藤原永手に正一位を授けた。これより先、橘諸兄、恵美押勝が正一位に進んでいる。今永手を加えて三人の外は、存命中に昇進した者はいない。この後は皆贈位である。十一月、御父施基皇子に田原皇子と諡号を贈った。十二月、永手に山城国内の二百町の郷を賜った。
二年二月、左大臣永手が薨去した。年五十八歳。淡海公の孫、房前の子である。三月、右大臣吉備真備が致仕した。大中臣清麻呂を右大臣とした。藤原良継を内臣とした。

Through their machinations, he unexpectedly ascended to the throne at the age of sixty-two. Originally, during the Jinshin War, Prince Ōtomo was killed and Emperor Tenmu ascended the throne, causing the descendants of Emperor Tenji to decline and become insignificant. However, at this point, the royal descendants of Emperor Tenmu had instead died out, and the legitimate lineage of Emperor Tenji inherited the imperial succession.
In the tenth month of Hōki 1 (770), Senior First Rank was conferred upon Junior First Rank Left Minister Fujiwara no Nagatte. Before this, Tachibana no Moroe and Emi no Oshikatsu had been promoted to Senior First Rank. Including Nagatte, only these three were promoted while still alive - all subsequent promotions were posthumous honors. In the eleventh month, his father Prince Shiki was given the posthumous name Prince Tahara. In the twelfth month, Nagatte was granted a district of two hundred chō within Yamashiro Province.
In the second month of the second year (771), Left Minister Nagatte died at the age of fifty-eight. He was the grandson of Lord Ōmi and son of Fusasaki. In the third month, Right Minister Kibi no Makibi retired from office. Ōnakatomi no Kiyomaro was made Right Minister. Fujiwara no Yoshitsugu was made Inner Minister.
