第五十二代
嵯峨天皇 平城天皇と同腹の弟である。御諱を神野という。
大同四年四月、平城天皇の譲位を受けて即位した。平城天皇を太上天皇として崇め、平城天皇の皇子高岳親王を皇太子とした。
同年八月に太上天皇に朝拝した。朝覲の行幸はこれより始まる。
十一月、右兵衛督藤原仲成に命じて、太上天皇の居所を奈良に造営させた。太上天皇がそこに移り住まれた。これを平城宮と申すのである。仲成は太上天皇の側近であった。
弘仁元年三月、初めて蔵人の官職を設置した。巨勢野足、藤原冬嗣が蔵人頭となった。四月、渤海国の使者高南容が来朝した。鴻臚館で饗応を賜り、渤海国王に書状を賜って帰国させた。

52nd Emperor
Emperor Saga was the younger brother of Emperor Heizei, born from the same mother. His personal name was Kamino.
In the fourth month of Daidō 4 (809), he ascended the throne upon receiving the abdication from Emperor Heizei. He honored Emperor Heizei as Retired Emperor, and made Prince Takaoka, son of Emperor Heizei, the Crown Prince.
In the eighth month of the same year, he paid formal respects to the Retired Emperor. The imperial visit for court audience (chōkin) began from this time.
In the eleventh month, he ordered Fujiwara no Nakanari, Governor of the Right Palace Guards, to construct a residence for the Retired Emperor in Nara. The Retired Emperor moved there to reside. This came to be called Heizei Palace. Nakanari was a close retainer of the Retired Emperor.
In the third month of Kōnin 1 (810), the office of kurōdo (chamberlain) was established for the first time. Kose no Notari and Fujiwara no Fuyutsugu became kurōdo no tō (heads of chamberlains). In the fourth month, an envoy from Bohai, Kō Nan'yō, arrived. He was given a banquet at the Kōrō-kan guest house and was granted a letter for the king of his country before being sent back.
