兵船を作り、武具を整え、まず難波まで行幸された。太子中大兄が摂政となり、諸国の軍を召し集められた。備中国下道郡の一郷から、人数二万を出したので、その所を号して二万郷と呼んだ。
翌年の春、御船が進発し、伊予に泊まり、土佐の朝倉に到着した。この所に社があり、その神木を切って、仮の内裏を造った。神の祟りであろうか、御殿がたちまち崩れて死ぬ者が多かった。同年の七月に、天皇は朝倉宮にて崩御された。在位は、初度三年半、重祚七年、合わせて十年であった。皇極と斎明は一人であられるが、後世に二つの諡号を立て、前後の御治世を分けるのである。

They constructed warships, prepared military equipment, and first made an imperial procession to Naniwa. Prince Naka-no-Oe served as regent and summoned armies from all provinces. From one village in Shimotsu-michi District of Bitchu Province, they provided twenty thousand men, so that place was named Niman-go (Twenty Thousand Village).
In the spring of the following year, the imperial fleet departed, stopped at Iyo, and arrived at Asakura in Tosa. There was a shrine at this place, and they cut down its sacred trees to build a temporary palace. Perhaps due to divine retribution, the palace immediately collapsed and many people died. In the seventh month of the same year, the Emperor passed away at Asakura Palace. Her reign lasted three and a half years initially, and seven years after re-ascending the throne, totaling ten years. Although Kogyoku and Saimei were the same person, later generations established two posthumous names to distinguish the earlier and later periods of her reign.
