多く御座候えども、御料の米穀出入は断り次第通路仕候。今年も二月末より口留にて今以って通路罷り成らず候由。向後口留の節、御代官所払米は外の商売穀物と紛れ申さざる様に俵印並びに員数相究め、拙者判鑑を以て百姓共勝手次第、口留の所々滞りなく通路仕候様に奉願候。直段宜しく売り払い候えば、御年貢金早速取り立て、御蔵入百姓安泰に罷り成候につき申し上げ候。以上

There are many such places, but the entry and exit of rice and grain from imperial domains requires permission and then passage is allowed. This year as well, from the end of the second month there has been a trade embargo, and passage has not been permitted up to now. In the future, when there are trade embargoes, we humbly request that rice payments from the magistrate's office be distinguished from other commercial grain by means of bale markings and fixed quantities, and through my official seal, the peasants may freely pass through embargoed areas without delay. If they can sell at good prices, the annual tax in gold can be quickly collected, and the peasants under direct shogunal administration will prosper, so I submit this report. The above.

1. Regarding rice payments from private domains in Echizen Province: After merchants have purchased the rice, if there should be a trade embargo, it was agreed that it would be shipped out with the domain lord's permission.
