*(Continued from the previous page)* …there is no doubt about this. As evidence thereof, regarding the court ranks (*ikai*) that have been submitted, all have been granted from the Fifth Rank (*goi*) up to the Fourth Grade (*shihon*), as in ancient times. In light of this, we respectfully request that appointments be made in accordance with established precedent (*kyūrei*).
*(marginal note: Kamechiyodayū)*
Eighteenth day of the Twelfth Month Hirokyu *(marginal note: Ue)*
Copy of a second petition submitted by the *shashi* (shrine officials) to the *tensō* (court liaison):
Respectfully submitted concerning the position of *shashi* and the aspirations of the *ujibito*
Item: We have reviewed the established precedents (*kyūrei*) for *ujibito* being appointed to positions of *shashi*, and in every case there are points of uncertainty (*hikari*, lit. "hooks" or "snags"). The *ujibito* claim that they do possess genealogical records (*keizu*), but when the *shashi* submit their statement, they present genealogies together with the traditional records of shrine administration (*shamu no denki*). Accordingly, both parties' genealogies are being submitted herewith as attachments. As stated in the previous correspondence, there is no provision in shrine law (*shahō*) that permits *ujibito* to be appointed as *shashi*, even should all the *shashi* fall into ruin (*taitten*). Therefore, when the *shashi* lines of the Upper and Lower Kamo Shrines, Matsunoo, Hiyoshi, Miwa, and other shrines faced extinction, they would mutually continue one another's lines. On one occasion, when the *shashi* line of Miwa Shrine became extinct, it was communicated that the succession should be carried out from Kamo; however, due to the decline of those *shashi*, the succession was instead carried out by the *shashi* of the Lower Kamo Shrine. In a former generation, Hōribe no Sukune Motononbu (*Motonobu*?), a *shashi* of Hiyoshi Shrine, succeeded to the *shashi* position at Kamo Shrine. With regard to the currently vacant positions of *negi* and *hafuri*, we would be most humbly grateful if the aforementioned *shashi* were appointed to fill them.
Item: In recent times, the *negi* and *hafuri* positions have been vacant, and while we have petitioned regarding the matter of *kuzen* (imperial oral decrees) for their appointment, not a single *kuzen* has been granted for shrine positions other than that of *kannagi* (chief priest). Yet to Jūsetsu alone, one of the *ujibito*, a *kuzen* was granted…
