Item: The御手代会 (o-tedai-kai, the assembly of shrine deputies) on the 28th day of the 10th month was specifically established to perform various sacred and secret rites (shinpi) as shrine rituals (jinji). However, [Shigenori] collected in full all the associated supplementary annual rice taxes (soku nengu) and various service levies (shokujimono), and immediately caused these obligations to fall into neglect and default (kettai). Throughout all ages, past and present, Shigenori alone cannot possibly escape responsibility for this transgression.
Item: Regarding the neglect of shrine rituals (jinji kettai) during the Ōei era (1394–1428) and in Bunmei 1st year (1469): Shigenori fabricated excuses and deliberately contrived (zōi) to omit the performance of shrine rituals, caused the sacred prayers (gokitō) to be discontinued and abandoned, and, while having nowhere to place himself [out of shame], still had the audacity to recklessly (sotsujin) submit unreasonable complaints (muri no gonjō).
Item: [Shigenori] has taken hold of the position of provisional hōri (gon-hōri-shoku) and monopolized it between himself and his son — his favoritism and partiality (eko) in this matter is the height of misconduct (mudō). It is as a result of this that he has caused the neglect of shrine rituals. The details are as follows: in previous years, the position of provisional hōri was entrusted to Shigeaki (重秋), but Shigenori appeared and, claiming it was the will of the entire shrine (ichisha), usurped (ōryō) the official position. This is now beyond any doubt.
Item: The claim that the annual taxes and various produce (shoidemono) from shrine lands (shinryō) have not been appropriated for private use is entirely false (kyotan). The reason is as follows: from the year-end and New Year laborers (ninpu) of Hakozukuri estate (shō) and below, and extending to annual rents and service levies from within the shrine precinct (keidai), [Shigenori] has continued even now to seize these through the appointed collectors (jōshi), and there exist written reports (chūshin no jō) from the estate managers (nanushi) and peasants (hyakushō) to this effect. This surely constitutes the root of his transgressions.
Item: Those who have caused the neglect of shrine rituals (jinji kettai) among the negi (祢宜, senior priests) and hōri group (hafuri-kata, ritualists) should permanently be subjected to severe punishment (jūka); there are many precedents of not permitting the establishment of distant official posts (tōkanshoku) [for such offenders]. Moreover, within the shrine community (shachū), [the opposing party] has shown no consideration for future accountability (kōkan), has shown no fear of the imperial will (eiryo), and has shown no reverence for the divine will (shinryo); instead, following only their own whims (gai), they have plotted to bring vexatious litigation (ranso) against the entire shrine — this is conduct without precedent in any former age (zendai mimon).
The purport of the above articles, in accordance with the just principles of the entire shrine (ichisha no riun), and in order to receive an august judgment (o-seibai), is hereby submitted item by item; and in general… (continued on next page)
