フランス国の海口（港湾）の要路を断つための艦隊は、七月二十五日に「シェルブール」より出帆した。この時、故障（支障）があって皇帝はこれに臨むことができなかったため、士官および水夫たちに詔を読み聞かせるべく、皇后をお送りになった。
○伝え聞くところによれば、この時「副水師提督（副提督）」は皇帝の家族の来臨を祝い、傲慢に宣旨披露の事を示した。皇后は衆を感動させるべき妙なる声音をもってこれを伝達した。その詔に曰く、
