Regarding our august imperial shrine: from ancient times, the reverence shown by the Imperial Court has been unparalleled among other shrines, and the solemn ceremonies have been conducted without fail for a single day, as is abundantly clear from the national histories, the procedures set forth in the Engishiki, and the old records of various households — and therefore it would be beyond our capacity to enumerate each and every detail. As for the date of the divine enshrinement, the era is so distant and predates written records (文字以前) that its origins cannot be clarified in detail; however, it is our understanding at this shrine that the enshrinement took place during the reign of Emperor Jinmu. That said, works such as the Honchō Gakunrei and the Nenjū Gyōji Hishō record that in the second month of the sixth year of Emperor Tenmu's reign, the Kamo Shrine was established in this small province. Yet it is already recorded that during the reign of Emperor Kinmei, on an auspicious day in the fourth month, a racing horse (hashirima) was offered to this shrine for the peace of the realm and an abundant harvest of the five grains...
