是ヲ導￣クに政を以し是をひとしうするに刑
ヲ以てすれば民 免（マヌカレ）んとして恥なし是￣ヲ又
道引に徳ヲ以し是を 均（ヒトシ）ふするに礼を以すれは
恥有て且 格（イタ）るとかや小諸城内には躁動 若（モハヤ）
領内に入し由聞へしかば早討を以江戸表へ
注進有御用隔や中の間御役人中
会所御引被成ず御評議有早速御出馬

【小諸御城内での評定のこと 下】
「これを導くに政（法令）をもってし、これを斉（ひとし）うするに刑をもってすれば、民は免（まぬか）れんとして恥なし。これをまた道引くに徳をもってし、これを均（ひとし）うするに礼をもってすれば、恥有りてかつ格（いた）る」とかや。
小諸城内には、騒動がすでに領内に入ったとの知らせが届いたので、早速、飛脚をもって江戸表へ注進があり、御用の間・中の間の御役人中が会所にお引き集まりになり、御評議のうえ、早速御出馬（現地への出動）の
