Various petitions may be made, and when requests are submitted, there may be cases where they cannot be stopped. If that happens, similar cases would multiply. Firearms differ from bows in that injuries can occur from bullets, causing trouble for the person involved. While it is a martial art, since there are instructors, practice can be conducted at the instructor's shooting range in any manner. Since this would not interfere with practice, it is the lord's wish that firing firearms at private residences be refrained from. As there was an order to report this matter to the senior councilors, when this was conveyed, they said that if such was the lord's wish, this intent should be communicated to Tenzō's household immediately. When this was promptly conveyed, they respectfully acknowledged the lord's wishes.
On the 29th day of the 4th month of the same year, Mizutani Oribu reported that Honda Kuranosuke's household had previously been permitted to fire firearms at the Fukui residence and wished to continue doing so, which was reported to the senior councilors. When records were examined to see if there were any from previous times, no one remembered firearms being fired previously, so the matter was unclear. Before any response could be given regarding its validity, Kuranosuke's household again reported that while they had previously requested permission to fire firearms, there were no remaining days this year to do so, thus they would postpone it for this year.
On the 19th day of the 7th month of Genroku 4, Shimoyama Hanzaemon's group requested to conduct some gunpowder mixing at the firearms range, which was approved as requested. The same-ranked group was also ordered to attend, so please be aware of this.
On the 20th day of the same month, Honda Nuinosuke's retainer Iba Taemon conducted hundred and two-hundred monme target practice at the Atago four and five chō ranges, with group members dispatched.
On the 16th day of the 3rd month of Enkyō 2, since Hasegawa Kyūnosuke's residence was relocated last year but was too cramped to establish a firearms range, his guardians Iwamura Monemon and Ishihara Kurōzaemon requested that construction be provided from above as in previous cases. The senior councilors ordered an inspection, so two men from Inspector Nakayama Sen'suke's group were dispatched. On the 3rd day of the 4th month, the inspector conducted a re-examination. On the 1st of the previous month, Iwamura Monemon reported that since Kyūnosuke's firearms range had not yet been started, his disciples were temporarily practicing at his group's archery range.
All matters to be considered pending residence relocation
On the 8th day of the 6th month of Kansei 7, when samurai conducted target practice and fire arrows at various locations, two men from each group were dispatched as observers. Previously, archery assistants, arrow assistants, helpers, and name-registrants submitted reports based on observers' estimates, but henceforth instructors and the practitioners themselves should submit reports to the observing groups, which should be presented when duties are completed. This was decided by consultation among colleagues and communicated to instructors and group leaders.
However, when submitting target practice reports, for sessions at the three-chō range using special or long firearms for samurai target practice, only names should be recorded thereafter, and reports with bullet attachments should not be sent to senior councilors or Edo. This was agreed upon by colleagues. For large firearm target practice at the three-chō range, previous procedures continue, and the same applies to other ranges from four chō onward.

[Continuing from the Kansei 7 entry]
In the 4th month of Kyōwa 3, Tsuda Gen'nosuke's attendant Tanabe Genzō reported to monthly duty officer Ōta Saburōbei that they wished to conduct small firearm practice at the Nakasuji Takaya Beach flat one-chō range. Previously, when Tsutsui Niemon and others of the same school visited, they went only with notification. Would the same procedure be appropriate this time? Upon further consultation among colleagues, this location had been used occasionally before, with only notification required and no observer group members dispatched. [Record as is]
When conducting target practice and fire arrows, shooter name-registrant reports should exclude name-registrants for retainers, though retainers' names should be recorded with notation of whose retainer they are.
However, in the intercalary 8th month of Bunka 2, the senior councilors asked whether name-registrants for retainers had been excluded when their masters' retainers shot, as seemed to be the case previously. When this was reviewed, it was reported that retainers had been excluded since the previous year.
On the 25th day of the 6th month of Enkyō 2, at the archery range in the main residence, Hasegawa Kyūnosuke's firearms were viewed for the first time, with Iwamura Monemon accompanying him. Tochio Han'emon was also ordered to attend. On that occasion, His Lordship said to Han'emon that Kyūnosuke appeared to be practicing diligently with numerous shots, so while firearms practice usually ended in the 8th month, Kyūnosuke could continue practicing until the 9th month, though disciples should stop in the 8th month. All colleagues attended that session. On the 1st day of the 9th month, Iwamura Monemon and Ishihara Kurōzaemon reported that both might observe shooting depending on circumstances, and this had been reported to the personal attendants.
On the 1st day of the 7th month of the same year, Okabe Sazen's retainer Iba Taemon requested through monthly duty officer Hatano Kyūemon to arrange brush-clearing for fourteen-chō shooting in the mountain depths, which was conveyed to the administrative head magistrate. In the 8th month of the following year, Taemon also conducted fourteen-chō shooting.
On the 25th day of the same month of the same year, at 9:30 at Matsuoji Mountain, Tsuda Gen'nosuke was ordered to conduct large firearm practice, then at the Atago Mountain main hall rear five-chō range, Utsunomiya Mozaemon's fire arrows were observed, concluding at 7:30, with Shimoyama Hikozō stationed in advance for the lord's departure.
On the 11th day of the 8th month of the same year, when Amenomori Yahei was summoned but was ill, his namesake Hachihei appeared as substitute. Since Yahei, despite his humble status, had commendably continued practicing inherited martial arts without interruption, he was granted an increase in stipend. Henceforth, those with ambition who wished to practice should feel free to consult. This was announced by Akashi Shōgen at a council meeting with inspectors present.
However, when Yahei died of illness in the 10th month of the same year, having had no adopted heir past age fifty and the adoption request being filed on the same day as his death (though it was not a sudden illness), this was deemed improper, so on the 5th day of the 12th month, when adopted son Matsugorō inherited, the fifteen koku three-person stipend and the autumn bounty were revoked.
On the 9th day of the 8th month of Enkyō 3, Iesho Sōzaemon, practicing firearms without an instructor, had his target shooting observed at the main castle. On the 11th day, he was ordered to continue applying himself diligently and, due to financial difficulties, was granted ten ryō of gold. He was also permitted to discuss matters privately with willing members of the household.
On the 11th day of the 10th month of the 4th year, regarding saltpeter prepared last year to be processed this year with the addition of manure, when the estimated amount document was submitted, five monme were received after consultation with magistrates, with the balance paid from last year's remaining silver.
19th day of the 11th month of the same year: Matter of Iesho Sōzaemon's firearms range land survey.
16th day of the 10th month of the same year: Regarding Suwama Village farmers' previous request to possess firearms personally, after deliberation it was deemed difficult to approve, so the petition was returned as reported to the senior councilors.
On the 9th day of the 6th month of Kan'en 1, the Construction Magistrate's office reported that leveling work for Iesho Sōzaemon's firearms range target area would begin tomorrow, and the storage shed and side buildings where equipment was housed posed a fire risk and would be burned down.
On the 12th day of the 1st month of the 2nd year, Long Spear Magistrates Odakiri Gozaemon and Nagata Shirōbei reported that regarding firearms confiscated last winter from owners, fifteen had been submitted to the main residence after completion of the process with certificates submitted for those no longer possessing them, while the remaining fifty-three were stored at Shirōbei's location.
On the 16th day of the 9th month of Kan'en 1, Nagata Shirōbei: "Regarding the previous inquiry about village firearms, while the traditional procedures were explained, this year it was not necessary to send group members to villages, as county officials conducted inspections and completed the matter," as reported by the senior councilors.
To the Three-County Magistrates: Nagata Shirōbei announced that village firearms inspections would be conducted by our offices, as directed by the senior councilors.
