【Right page】 (Continued from previous page) …is to be instructed accordingly. The townspeople of Kanazu are also to be instructed to report immediately upon sighting [a white ox]. As the above was directed to be communicated from my office by Kashi (Koma) Ise-dono, I write accordingly. Written with deep respect and reverence. 1st month, 11th day To: Ono Zenzaemon Kōzuki Takezaemon Note: In the following year of Saru (the 2nd month), there is a record on file directing that even if a white ox with some mixed coloration was found, it was to be reported promptly and investigated. One: Kyōhō 13, Year of the Monkey (1728) ◯On the 24th day of the 1st month, the allocation for the exemption from the horse-maintenance levy (持高馬御免) for retainers receiving 375 koku or less was completed (marginal note: exempted two years at a time within a five-year period), and notices were sent to each party accordingly. Note: In connection with the above, it was further decreed that those exempted from the horse-maintenance levy were to be relieved of night patrol duties; accordingly, they were instructed to carry out only one round of patrol per night, limited to around midnight. ◯Some time ago, when the order for simplification [of expenditures] was issued, it was announced—following consultation between Edo and here, and upon inquiry—that regarding the attire of retainers, whether for service in other domains, postings in Edo, or formal occasions, rough clothing could be worn without any objection, and that cotton garments or the like could be worn as one sees fit. However, subsequent communication indicated that appearing in Edo in cotton garments would constitute a discourtesy to the lord, and that this was therefore not feasible. Accordingly, the matter of cotton garments is to be understood as stated above, while for other forms of plain dress, as announced previously, no matter how unsightly, there is no objection; therefore, continue to practice economy and by all means… 【Left page】 …endeavor to carry on [in this manner]. Take note accordingly. The above. 5th month ◯As stated in the attached written notice, please relay this to each party as appropriate. Please be informed of this, and those with persons under their jurisdiction are to pass this along in turn. The above. 5th month, 27th day To: [Name] sama Ōtani Gizaemon The above: on the 25th of this month, at the Council Chamber (Hyōjōsho), one copy of the aforementioned written notice was handed from the Honda Nuido office to Gizaemon, with instructions to relay it to each party; accordingly, it was communicated to those on the various monthly duty rosters and to each location where notices are sent. ◯I write to inform you by letter. As stated in the attached written notice, next year the horse-maintenance levy will be exempted; please be aware of this. When the month in which a horse subject to the high-horse levy is held arrives in the coming Year of the Dog (Inu), please promptly report the tethering of the levied horse from the first day of the month and notify us during our monthly duty as stated in the written notice. Should there be any delay, it will cause inconvenience for those subsequently scheduled for exemption; therefore, please convey this matter accordingly. The above. 12th month, 22nd day Masugi (Masugi) Shozaemon The above: as the allocation for the exemption from the horse-maintenance levy for retainers of 375 koku or less within the retainer community in the coming Year of the Rooster (Tori) was completed, notices were sent to each party accordingly.
