天保八酉年二月十九日、大坂町奉行組与力・大塩平八郎が徒党を企て、大坂市中に放火に及んだ一件について
徒党の者がいることにつき、まず御届書
跡部山城守組与力、大塩格之助ならびにその養父で当時隠居中の平八郎が、徒党を結び容易ならざる企てをしているという趣旨が聞こえてまいりましたので、各地の取り締まり方について、昨十九日の朝、山城守より達しがございました。ところが間もなく、五ツ時過ぎに大坂町奉行・天海組屋敷付近から出火がございましたので、私儀は人数を召し連れて出張し、各地へは手附・手代どもを差し出して取り締まりに当たらせ、かつ怪しき者どもは召し捕る積もりで手配いたしました。委細のことは追って申し上げるべきところ、まずこの段御届け申し上げます。以上。

Regarding the incident in which Ōshio Heihachirō, a yoriki (mounted officer) of the Osaka Town Magistrate's office, conspired with a group of followers and set fire to the city of Osaka on the nineteenth day of the second month of Tenpō 8, Year of the Rooster [March 25, 1837]:
Preliminary Report Concerning the Existence of the Conspirators
Upon hearing reports that Ōshio Kakunosuke, a yoriki under the command of Atobe, Lord of Yamashiro, together with his adoptive father Heihachirō — currently retired — had formed a conspiratorial band and were planning something of no ordinary gravity, instructions regarding the enforcement of controls in various areas were issued by Lord Yamashiro on the morning of yesterday, the nineteenth. However, shortly thereafter — past the hour of five [around 8 a.m.] — a fire broke out in the vicinity of the Osaka Town Magistrate Tenkai's compound. Accordingly, I mobilized my men and deployed to the scene, dispatched my deputies and agents to various locations to maintain order, and made arrangements to arrest suspicious individuals. Although I shall report the full details at a later time, I hereby submit this preliminary notification.
