Report Concerning the Discovery of an Anonymous Handbill
On the morning of yesterday, the nineteenth, an anonymous handbill was found on the embankment of the Yodo River at the edge of Akagawa Village in Higashinari District, Settsu Province — a village within my magistrate's jurisdiction. A villager (hyakushō) picked it up and submitted it for the purposes of maintaining order. I dispatched my deputy and field agents ahead to investigate. It further came to light that on the same morning, individuals of unknown identity had left similarly worded handbills with the village headmen (shōya) of Hieshima Village and Kamifukushima Village in Nishinari District, departing immediately thereafter. Successive reports also arrived stating that a person of samurai appearance had left a handbill at the river-crossing ferry landing of Nariotoshi Village. I believe this to be the work of Ōshio Heihachirō. Accordingly, I hereby submit this report with two of the aforementioned handbills enclosed.

Report on the Outbreak of Fire and the Disturbance in Osaka
On the nineteenth day of the second month of this Year of the Rooster, at the hour of the Hare [around 5–7 a.m.], upon hearing that Ōshio Heihachirō — the retired adoptive father of Ōshio Kakunosuke, a yoriki under Osaka Town Magistrate Atobe, Lord of Yamashiro — had organized a conspiratorial band and that peasants had also joined their number, instructions to make arrangements for suppression were issued by Lord Yamashiro. Accordingly, I immediately mobilized my men and deployed to the scene. However, I received reports that the rebels had discharged fire arrows (bōbiya) and several firearms, and that approximately fifty men were carrying drawn swords, making it difficult to dispel them with our limited numbers. As there were no firearms available to us, I borrowed muskets from a warehouse establishment (kurayashiki) with which we had friendly ties, and also brought along bows and other weapons. Approaching from the rear, with the intention of suppressing the peasant uprising, I set out — only to find that the fire in the Tenma area was raging fiercely and the sound of gunfire was heard in great numbers. Upon inquiry in the surrounding villages, it emerged that Heihachirō had previously announced that charitable relief distributions (segyō) would be dispensed on the morning of the nineteenth of this month. Peasants who had come to collect the promised relief were detained and pressed into service as column laborers (tsurezoku)... [continued on next page]
