[Right folio] (Continued from previous page) ...pressed into service as column laborers. Furthermore, as it had come to be heard that Heihachirō had been serving as a teacher of learning, and had a considerable number of students in various localities — and that these individuals, together with masterless samurai (rōnin) and others, had been enlisted under his command to raise an uprising (ikki) and engage in violent and disruptive acts — I ordered the enforcement of control measures in each area, temporarily withdrew, and secured the official documents and other materials. I further carried out control measures within my area of jurisdiction, and ordered the arrest of suspicious persons, arranging matters in each regard without the slightest negligence. With respect to the city proper, the town magistrate made arrangements without letting his guard down; however, even by the following twentieth day, the fire had not been brought under control. As the town magistrate's forces became insufficient to hold back the rebel band and the fire grew into a great conflagration, the Lord Deputy of the Castle (jōdai) issued an instruction that the local Inspector (metsuke), Nakagawa Hanzaemon, and I should mobilize men from the villages within our jurisdiction and undertake firefighting operations within the city. As the surrounding areas were calm, I further ordered my deputies and agents to proceed without negligence in the arrest of suspected persons. Together with Hanzaemon, I proceeded to the site of the fire, worked at various locations, and succeeded in extinguishing the flames at several points. At the hour of four-and-a-half (approx. 11 p.m.) on that same night, the fire was finally extinguished at Oyumichō, and thus the conflagration was brought under control. I immediately entered the castle, [Left folio] and the matter was duly reported to the Lord Deputy of the Castle. Furthermore, regarding persons of interest in various localities about whom intelligence had previously been gathered through covert inquiry, approximately twenty individuals were arrested on that same day. These arrests were in accordance with the information provided in the foregoing report concerning the foot-laborer participants. On the following twenty-second day, a certain Fumiya of Morikoji Village in Higashinari District — within the domain of Lord Matsudaira, Lord of Izu — had been heard to be a disciple-brother of Heihachirō's school. While under normal circumstances it would have been proper to proceed through official notification given our respective jurisdictions, as this was an extraordinary situation that brooked no delay, Fumiya was arrested, and interrogation and investigation have been proceeding in succession. Doshin (constable) under Atobe, Lord of Yamashiro: Hirayama Sukejirō [Note:] The above individual reportedly informed Lord Yamashiro in private of the details of the conspiracy on the eighteenth of this month. Doshin of the same unit: Son of Kurōzaemon: Yoshimi Eijirō Son of Gōzaemon: Kawai Yasojirō [Note:] The above individuals reportedly brought a written document authored by Kurōzaemon to the official residence of the Lord of Iga.
