It is most lamentable to see the sincere and honest commoners, who have made these petitions, falling into ruin and dispersion for nothing. We humbly request that, through your benevolent dispensation, a long-term installment loan be granted to them.
With regard to this matter, the total sum of the requested loan shall be allocated and distributed proportionally to each village, and the details concerning repayment by annual installments will be submitted separately at a later time. We therefore urgently request that the loan be approved as petitioned and that the funds be disbursed accordingly. To this end, we hereby submit this petition, accompanied by one ledger for each of the affected villages. Respectfully submitted.

Copy of the Official Report Submitted by Sanada Shinano-no-Kami
As I previously reported regarding my domain residence in Matsushiro, Shinano Province: due to the great earthquake, Mt. Iwakura in the villages of Yamahirabayashi, Sarashina District, collapsed and created two blockages in the Sai River [Saigawa], causing water to accumulate to a depth of several tens of jō. Although the water had been held back for the past day or two, and when the water reached the lower blockage point there was still over two jō remaining, it suddenly appeared to have burst through. On the evening of the 13th, past the Hour of the Rooster [approximately 7 p.m.], a great rumbling was heard from the direction of the said mountains, followed immediately by the sound of rushing rapids, clearly audible to all. At that moment, a torrent of floodwater burst forth into the river channel, instantly breaking through the great embankments on both sides, or surging over them, leaving no means of defense — so the river officials reported, one after another. Shortly thereafter, several villages in the Kawanakajima area were completely inundated, the floodwaters flowed in reverse into the Chikumagawa River, and had already surged up as far as the castle grounds. From dusk until the Hour of the Dog [approximately 9 p.m.], the Chikumagawa rose approximately two jō above its normal water level, inundating not only Kawanakajima but also Takai District, Mizuuchi District...
