その辺りで生き残った牛馬は、飼料がなく痩せ衰えており、平時の荷物の半分も運ぶことができない状態であった。継送りもできない状況であるため、皆食料が少なく困っている様子であった。少々ずつ追い剥ぎや押し込み強盗なども起きているとのことであった。松代領では適切に世話が行き届いており、そのような者(盗賊)はただちに召し捕らえられているとのことであった。地震・火事・水害・食料難に攻められ、焼死人の匂いを嗅いで外に出ると怪我人もあり、困っているとのことであった。この辺りでそのような噂を聞いたが、当人が通った道ではそのような事はなく、虚説とのことであった。 一、先に記した堀割(運河)の出水は、彼の地(現地)にて十三日夕方七ツ時(午後四時頃)に切り落とされた水が、新潟へはその夜のうちに濁水となって到達し、十四日の朝には濁水がさらに増し、昼頃には毎年雪解け水が多く出る時期と同程度となり、門前通りや川岸よりも柵(しがらみ)ができるほどの高さになったが、満水となった程度で、平水より三尺余り(約90センチ以上)上昇した。そのため往来に水が上がってきた所もあった。赤土を漂わせた濁った水となり、大河へは死人が流れてきて、御番所などで六、七人ほど見掛けたが、衣類を着ているものもあり、また裸のものもあり、道具類のようなものも流れてきたとのことであった。広い川の中のことゆえ、こちら側に寄って来た分だけが見えており、向こう岸に寄って流れたものもあろうし、海に出たものも■■(不明)あり、沼垂領の海岸に大分打ち上げられたものを埋めたとのことであった。こちら(新潟)へは翌々日にその旨が聞こえ、早々と町役人へ流れ着いたものは早々に取り上げて届け出るよう仰せ渡されたが、十四日一日限りで、その後は(流れてくるものが)なかった。三条などでは九尺五寸(約2メートル88センチ)もの出水があり、死人も多く、道具類のものも大分流れていたとのことであった。長岡より上流などでも河原に出ていた者などが、突然の出水で溺死した者もあったとのことであった。当地(新潟)より犀川までは七十里ほどの距離があり、早く下ってきた水もあった。川の水は翌々日、十六日頃には平水に戻ったが、今もって(以下続く)

The cattle and horses that survived in the area had no fodder and were emaciated, unable to carry even half of their normal loads. As relay transport was also impossible, everyone was suffering from a shortage of food. There were also reports of occasional highway robberies and break-ins. In the Matsushiro domain, however, relief efforts were well-organized, and such offenders were immediately arrested. People were beset by earthquake, fire, flood, and food shortage, and upon going outside, one could smell the stench of burned corpses, and there were also injured people, causing great hardship. Such rumors were heard in the area, but according to the person who had actually traveled through, there were no such incidents on the roads they took, and these were deemed false rumors. Item: Regarding the previously mentioned flooding from the cut channel — the water released at the seventh hour of the evening (approximately 4 p.m.) on the 13th reached Niigata as muddy water that very night. By the morning of the 14th, the muddy water had increased further, and by midday it had reached the level normally seen during the peak snowmelt season each year. The water rose higher than the riverside barriers (shigarami) along the Monzen-dōri and riverbank areas, reaching a point of near overflow — rising more than three shaku (approximately 90 cm) above normal water level. As a result, the water encroached upon the roadways in some places. The water became turbid, carrying red clay, and corpses began floating down the great river. Six or seven bodies were spotted at the guardhouse (Obansho), some dressed in clothing and others naked, and various household items also floated downstream. Since this was a wide river, only those things that drifted to this side were visible; others likely drifted to the far bank or out to sea. A considerable number of bodies were reportedly washed ashore on the coast of Numatari domain and were buried there. News of this reached here (Niigata) two days later, and town officials quickly issued orders for any flotsam that washed ashore to be promptly reported and collected; however, this only continued for the one day of the 14th, after which nothing more came. In Sanjō and elsewhere, the floodwaters rose as high as nine shaku five sun (approximately 2.88 meters), with many deaths and large quantities of household goods swept away. Even upstream from Nagaoka, there were those who had been on the riverbanks and were caught by the sudden flood, with some drowning. From this location (Niigata) to the Sai River is a distance of approximately seventy ri, and some water flowed down quickly.
