寛政六寅年迄九拾一年にてさして遠からぬ事なか ら名主拾人に八人は知らす爰に記せるは猿か又の名主の 物語なり二郷半の百姓三つ獅子をかぶり葛西の百姓を おどし堤を切りて二郷半の水難をのがれしは斉の 田丹#1か火牛のはかり事を以敵を追ひらし斉国の 難をのがれしに似ておかしくも亦智ある謀計也 道を以論しなは罪無とはいひかたし田丹か智余とは 異なるべし 【挿し絵中】 源上州利根ノ郡ヨリ出ル 利根川 上世之図 北 隅田川 綾瀬川 荒川 浅草ノ地 海 【挿し絵下】 土人言伝ふ所の地の理を考見しに上古は 図のことく有し物也夫より数百年以来 海沢埋り時代〳〵にて地形一定ならす 原野平かなる所故に川の流は千股に分 れて時として替りし物也新田開発するに およびて爰に堤を築きかしこへ塘なせし 物と見へて堤の切れ所と言ゝ伝ふ地案外 の所に池沼の形残りてあり是を以考ふれは 川の流は幾度もつき替しものなり近年 此葛西両郷度々水亡せるを按に川幅は 昔にかわらす川は埋り付洲年〳〵に高く なりし故に昔時溢れさる水にても今は 溢るゝ事なり今の如くにて捨置きなは 後年に及いよ〳〵水亡の憂有るへし尤僅か 管穴の見なれは信すへきには有らす

現代語訳

寛政六年寅年まで九十一年で、さして遠くない昔のことながら、名主十人のうち八人は知らない。ここに記すのは猿又(地名)の名主の物語である。二郷半の百姓が三つ獅子をかぶって葛西の百姓を脅し、堤を切って二郷半の水害を逃れたのは、斉の田単が火牛の計略をもって敵を追い払い斉国の難を逃れたのに似て、おかしくもまた智のある謀計である。道理をもって論じるなら罪なしとは言い難い。田単の智とは異なるべきである。 【挿絵中】 源は上州利根郡より出る 利根川 上世の図 北 隅田川 綾瀬川 荒川 浅草の地 海 【挿絵下】 土地の人が言い伝える所の地形を考え見ると、上古は図のようであったものである。それより数百年以来、海沢が埋まり時代ごとに地形が一定でなく、原野が平らな所なので川の流れは千股に分かれて時として変わったものである。新田開発するに及んで、ここに堤を築き、あそこに塘(堤防)を作ったものと見えて、堤の切れ所と言い伝える地が案外な所に池沼の形を残してある。これをもって考えれば、川の流れは幾度も付け替えしたものである。近年この葛西両郷がたびたび水害に見舞われるのを考えるに、川幅は昔に変わらないが、川は埋まり付洲が年々高くなったため、昔は溢れなかった水でも今は溢れることである。今のようにして放置するなら、後年に及びますます水害の憂いがあるであろう。もっとも、わずかな管見なので信ずべきものではない。

From the Hōei era to the sixth year of Kansei (Year of the Tiger), ninety-one years have passed - not so distant in time, yet eight out of ten village headmen do not know this story. What I record here is the tale told by the headman of Sarumata. The farmers of Nigōhan who wore the three lions to frighten the farmers of Kasai and cut the embankment to escape the flood damage in Nigōhan resembles how Tian Dan of Qi used the fire-ox stratagem to drive away enemies and save the state of Qi from disaster - it was both amusing and a clever scheme. However, if we judge by moral principles, it would be difficult to say it was without sin. It should be considered different from Tian Dan's wisdom. Over the several hundred years since then, bays and marshes have been filled in, and the topography has changed with each era. Since it was flat plains and fields, the river's flow divided into a thousand branches and changed from time to time. When new rice fields were developed, embankments were built here and dikes were constructed there. Places traditionally called "embankment breaks" unexpectedly retain the form of ponds and marshes. Considering this, the river's course has been altered many times. Looking at why these two districts of Kasai have suffered repeated flood damage in recent years: while the river width remains the same as in the past, the riverbed has filled up and sandbars have grown higher year by year, so water that did not overflow in the past now overflows. If things are left as they are now, there will be increasingly serious concerns about flood damage in future years. However, this is merely a limited perspective and should not be taken as reliable.
