It is hard to believe. The villages of East Katsushika are superior in natural conditions to West Katsushika, and while they are well-established villages that are not poor, there are no knowledgeable village headmen. There are wide ponds called "kirejo" (breach sites) in various places, so when we inquire about the years when these breaches occurred, not one account is detailed. They only tell stories about the flood in the Year of the Horse, saying "it was this way or that way," but everything before that is like a dream. It appears there were major floods before the Year of the Horse as well, as there are numerous ponds from breach sites, and many mounds called "mizuzuka" built high like embankments to prevent flood damage. Regarding the flood in the Year of the Horse, someone says "the water did not reach the mizuzuka." However, there were floods in the past too, and these were built as precautionary measures. Since the Year of the Horse, there is no middle-class or above farming household without a mizuzuka. The stables are all built high for keeping livestock tied up. Since this is a place without mountains, it is a most reasonable precaution. The Tone River is called Bandō Tarō and has been one of the seven great rivers of Japan since ancient times. The depth of its normal flow and the river width are sometimes irregular and immeasurable. The seven great rivers are: Chikugo River (Chikugo), Shimanto River (Tosa), Sai River (Shinshū), Yodo River (Yamashiro), Abukuma River (Ōshū), Mogami River (Ōshū)
