〇当二月中丈六尺程之男丹波国を徳川何某と名乗致徘徊者之儀ニ付留置可申出旨御触四月

〇近年武家ゟ諸物買取金銀貸渡右之品ハ立物ニ致置返金銀相滞候得ハ証文を以願出候類
有之如何之儀ニ候向後願出候共借金銀同前二季之可為裁許候間此旨可触知者也
右之通町方在方へ奉行所ゟ相触候間為心得寄々可被相達候 五月
●〇金銀吹替以後古金銀また世上ニ相残有之様相聞候間元文元辰年定之通古金ハ六割半
古銀ハ五割増之積を以古金銀取交通用可致事
但古金銀と有之ハ慶弔金銀并正徳年中ゟ吹改去ル午年迄致通用候金銀之事ニ候

請取候様可致候尤紛敷秤ハ取上候筈ニ候此旨急度可相守者也
右之通五畿内山陽道南海道西海道山陰道之内因幡伯耆出雲石見隠岐并壱岐対西都合三十五ケ
国御料者御代官私領ハ地頭ゟ可被相触候 子二月 右之趣可被相触候

【右丁】
逃げ出したり欠落した者、または奉行所から手配されている者も(屋敷に)いる場合があり、そのような者が部屋々々に居て、博奕などを〔行っているとも〕聞こえる。今後は、武士方の上屋敷・下屋敷ともに、部屋々々をよく吟味して、(正式に)召し抱えていない者は一切置いてはならない。
一、近年、顔を隠すための頭巾を拵えて、道中でかぶっている者が数多くいる。奉行所から手配されている者と紛らわしいので、以前からある丸頭巾・角頭巾以外は一切かぶってはならない。右の通り触れを出すべきこと。
亥年十月
一、延享元子年【朱書】この御尋ね者の件については取り扱いが難しいので、軽率な行動はしないこと。あちらから姿を現した場合は差し留めて報告すること。そのような状況でもなく、それらしい人物と思われる場合は、目明きを付けて御国境の上(国境付近)へなりとも下(内部)へなりとも差し出すよう、内々に心得ておくようにと、支配頭へ御家老中がお申し聞かせになった。四月十七日
〇当二月中、丈六尺ほどの男が丹波国を「徳川某」と名乗って徘徊しているという件について、留め置いて申し出るべき旨の御触れ。四月
〇右の者が京都にて召し捕らえられたとのこと。そもそも今後も同様に紛らわしい者は留め置いて、それぞれへ申し達すべき旨の御触れ。五月
七月四日の留
〇近年、武家から諸物品を買い取り、金銀を貸し付け、その品物を質物として置き、返済が滞った場合に証文をもって(奉行所へ)願い出る類の者がいる。これはいかがなものかと思われる。今後は願い出たとしても、借金・借銀と同様に二季(半年ごと)の裁許とする。この旨触れ知らせるべきものである。
右の通り、町方・在方へ奉行所から触れるので、心得のため各々へ達すること。五月
●〇金銀の吹き替え以後も、古金銀がまだ世上に残っているように聞こえる。元文元辰年の定めの通り、古金は六割五分増し、古銀は五割増しの積もりをもって、古金銀を取り交ぜて通用させること。
但し、古金銀とあるのは、慶長・元和の金銀、および正徳年中から吹き替えて去る午年まで通用させた金銀のことである。

当子年に諸国の人別帳を差し出すことになっているので、諸事の改め方・認め方等は以前の通りである。人別改帳面は当年の八・九月頃までの内に自分方へ差し出すこと。なお、御同列が残らず通達し終わったならば、その旨を申し聞かせること。銘々からの挨拶は不要であり、廻状は留(最後の受取人)から返すこと。以上。

大御目付中御廻状の写し
神善四郎の秤を使用している国々へ、善四郎方から役人を廻して秤を改める際には、秤を数多く所持している者も隠さず残らず出して見せ、改めを受けること。なお、紛らわしい秤は取り上げることになっている。この旨を厳しく守るべきものである。
右の通り、五畿内・山陽道・南海道・西海道・山陰道のうち因幡・伯耆・出雲・石見・隠岐、および壱岐・対馬、都合三十五か国の御料(幕府領)は御代官から、私領は地頭から触れを出すこと。子年二月。右の趣旨を触れ出すべきこと。
神善四郎の名代の者が秤改めのため西三十三か国へ廻るにあたり、伝馬の儀については寺社奉行の証文を渡したので、滞りなく(伝馬を)出すよう申し渡すようにすること。右の国々のことは寺社奉行へ照合されたい。二月
添書付
今度の秤改めの件について、大御目付中からの廻状の写しが来た。この件は西三十三か国の事である。御国(福井藩)については最前に達した通り、守随(もりずい)改めにて済む事であるが、もし善四郎の手代がこの表(この地域)を通るかもしれないので、別紙廻状の趣旨をよく理解した上で、支配下へ触れ置くようにとのお申し出があったので、そのように心得られたい。二月晦日

【Right Folio】
...those who have fled or absconded, as well as persons being sought by the magistrate's office (bugyōsho), may be found residing in such rooms. It is said that gambling and the like are also taking place [in these rooms]. Henceforth, in both the upper and lower residences of samurai households, the rooms are to be carefully investigated, and persons who have not been formally employed must not be kept there under any circumstances.
Item: In recent years, many persons have been fashioning hoods (zukin) to conceal their faces and wearing them in public. As this is easily confused with persons being sought by the magistrate's office, no hoods other than those traditionally permitted—namely the round hood (maru-zukin) and the square hood (kaku-zukin)—are to be worn. The above is to be proclaimed accordingly.
10th month, year of Boar (亥)
Item:延享 1st year, year of Rat (子) [in vermilion]: Regarding the matter of the person being sought, as handling this is difficult, no hasty actions are to be taken. Should the person appear of their own accord, detain them and report the matter. If that is not the case, but someone resembling the suspect is found, attach a me-akashi (informant/detective) and send them to the domain border—whether to the upper (border area) or lower (inland) regions—keeping this understood privately. This was communicated to the department heads (shihai-gashira) by the Senior Councillors (okaro-chū). 17th day of the 4th month.
〇During the 2nd month of this year, a man approximately six shaku in height was found wandering in Tanba Province calling himself "Tokugawa So-and-so." A proclamation was issued in the 4th month that such a person should be detained and reported.
〇The above-mentioned person was reportedly arrested in Kyoto. A proclamation was issued in the 5th month that any similarly suspicious persons encountered in the future should likewise be detained and reported to the appropriate parties.
Entry recorded on the 4th day of the 7th month
〇In recent years, there are those who purchase various goods from samurai households, lend out gold and silver, hold the purchased items as collateral, and when repayment is delayed, petition the magistrate's office by means of written contracts. This is considered improper. Henceforth, even if petitions are submitted, such matters shall be adjudicated in the same manner as loans of gold and silver, on a bi-annual (two-season) basis. This is to be proclaimed and made known.
The above is to be proclaimed by the magistrate's office to both the townspeople (machigata) and the rural areas (zarigata), and is to be communicated to the relevant parties for their awareness. 5th month.
●〇Even after the recoinage (fuki-kae) of gold and silver, it appears that old gold and silver coins still remain in circulation in the world. In accordance with the ordinance of the 1st year of Genbun (元文元辰年), old gold coins are to be exchanged at a rate of 65% premium and old silver coins at a 50% premium, and old gold and silver coins are to remain in mixed circulation.
Note: "Old gold and silver" here refers to the gold and silver of the Keichō and Genna eras, as well as the gold and silver that was re-minted from the Shōtoku era and continued in circulation until the recent year of Horse (午).

Copy of Circular from the Senior Inspectors (Ō-metsuke)
Since the population registers (ninbetsuchō) of the various provinces are to be submitted this year of Rat, the procedures for examination and documentation shall be the same as before. The population register records (ninbetsu-aratamechōmen) are to be submitted to one's own office by around the 8th or 9th month of this year. Furthermore, once all colleagues of equal rank have been notified, this should be reported accordingly. Individual acknowledgements are unnecessary; the circular is to be returned from the last recipient. That is all.

Copy of Circular from the Senior Inspectors (Ō-metsuke)
In those provinces using the scales of Jin Zenshirō: when Zenshirō's agents make their rounds to inspect the scales, those who possess a large number of scales must bring them all out without concealment to be inspected. Additionally, suspicious scales are to be confiscated. This directive is to be strictly observed.
The above applies to the thirty-five provinces of the Kinai (Five Home Provinces), San'yōdō, Nankaidō, Saikaidō, and from the San'indō: Inaba, Hōki, Izumo, Iwami, Oki, as well as Iki and Tsushima—totaling thirty-five provinces. In Shogunate territories (goryō), the local magistrates (daikan) are to issue the proclamation; in private domains (shiryō), the domain lords (jitō) are to issue it. 2nd month of the year of Rat. The above is to be proclaimed accordingly.
As Jin Zenshirō's representative (naijo) is making rounds to the thirty-three western provinces for the scale inspection, a certificate (shōmon) from the Commissioner of Temples and Shrines (Jisha-bugyō) regarding the use of post-horses (denma) has been issued, so arrangements should be made for post-horses to be provided without delay. For matters concerning these provinces, please inquire with the Commissioner of Temples and Shrines. 2nd month.
Supplementary Note
A copy of the circular from the Senior Inspectors regarding the scale inspection has arrived. This matter concerns the thirty-three western provinces. As for our domain (Fukui domain), as previously communicated, the inspection by Morizui will suffice. However, since Zenshirō's agents may possibly pass through this area, it has been directed that the content of the attached circular should be understood and communicated to those under one's supervision. Please be aware of this accordingly. Last day of the 2nd month.
