　　　　　大御目付中ゟ御廻状之写
　　道中宿々之儀ハ往来之者ニ紛レ無宿体之者集候而も難改筋も可有之事ニ候左候ヘハ右之内ニハ盗賊火付等之悪党
　　者も可有之候へ共宿中ゟ召捕訴出申殊之外稀成事ニ候是ハ悪党をとらへ御代官所へ指出候而も吟味ニ付宿中
　　度々被呼出若ハ江戸迄も被召呼逗留雑用銭等相掛候儀を難儀ニ存召捕候儀ハ一向不心掛盗人追払候ヘハ
　　事済候様心得候由相聞候向後ハ其所御代官所ニ而吟味手間不取様ニ取計宿中困窮不相成様ニ可致旨

大御目付中からの御回状の写し

街道の宿場町については、往来する者に紛れて無宿の者たちが集まっても、取り締まりが困難な面があることでしょう。そうであれば、そうした者の中には盗賊や放火犯等の悪党もいるはずですが、宿場から捕縛して訴え出ることは極めて稀なことです。これは、悪党を捕らえて代官所へ差し出しても、取り調べのために宿場の者が度々呼び出され、場合によっては江戸まで呼ばれて滞在費や雑費等がかかることを面倒に思い、捕縛することは全く心がけず、盗人を追い払えば事が済むと心得ているということが聞こえてきます。今後は、その土地の代官所において取り調べに手間をかけないよう取り計らい、宿場が困窮しないようにする旨を代官へ申し渡すことになりましたので、怪しい者を見聞きした場合は早々に捕縛してその土地の代官役所へ訴え出るべきです。もちろん人違い等があった分については少しも問題ありませんので、その意を得て捕縛して差し出すべきです。このように触れ出した以上は、宿場が費用等を嫌がって追い払って事を済ませるような者がいて、後で知れた場合は罪科とします。右の通り、各所へ伝達すべきです。　　丑六月

Regarding the post towns along the highways: vagrants and homeless individuals may gather among the regular travelers, making it difficult to maintain proper surveillance. Among such individuals, there are likely to be criminals such as thieves and arsonists, yet it is extremely rare for post towns to arrest and report them. This is because even when criminals are captured and brought to the magistrate's office, the townspeople are repeatedly summoned for interrogations, sometimes even called to Edo, incurring lodging and miscellaneous expenses, which they find burdensome. Consequently, they make no effort to arrest criminals, believing that simply driving away thieves is sufficient to resolve matters. Henceforth, arrangements will be made so that local magistrate offices conduct investigations without causing excessive trouble, and measures will be taken to prevent post towns from falling into financial difficulty. Instructions to this effect will be given to the magistrates. Therefore, when suspicious individuals are seen or heard of, they should be promptly arrested and reported to the local magistrate's office. Of course, cases of mistaken identity pose no problem, so arrests should be made with this understanding and suspects brought forward. Now that this directive has been issued, if there are those in post towns who, disliking expenses, merely drive away suspects to settle matters, and this becomes known later, it will be considered a criminal offense.
