　近年、幕府の御入用（支出）が増加している折、昨冬に武蔵国・相模国・上総国の三か国において砂が積もった村々を救済する目的もあり、このたび諸国に対して高役金を課すことになった。御料（幕府直轄地）・私領（大名・旗本領）を問わず、高百石につき金二両の割合で、在々（各地の村々）より取り立てて上納すること。
　なお、領知に遠近があるため、在々から取り立てが完了するまでには時間がかかることが予想される。そのため、一万石以上の者については領主が立て替えた上で、今年の三月を期限として江戸の御金蔵へ上納すること。一万石以下の者は六月を期限として納めること。
　組頭（取りまとめの役人）がいる場合は、その組ごとに受け取りの目録をもって組頭より上納すること。組頭のいない面々は、上納の際には事前に届け出ること。
　五十石以内の端高（端数の石高）については、役金を免除する。
　寺社領は除外する。以上。

閏正月十四日
　右の写しを一通ずつ、御座所において郡奉行・武曽権左衛門・周防猪左衛門へ渡し、在々へ申し付けること。さらに御奉行たちと相談の上、来月中旬までの間に急ぎ取り立てるよう（指示した）。
　金津奉行仮役・海福瀬左衛門へは翌十五日に右の趣を申し聞かせ、御書付を渡した。
　本多孫太郎の家来・成田角兵衛を呼び寄せた。この時、孫太郎は府中に滞在していたため、使いを遣わして申し伝えるよう申し聞かせ、御書付を渡した。ただし、孫太郎の知行所の一つである田村は孫太郎の方で取り立てを行い、残りの分（■で隠れた部分）は郡奉行が取り立てる手はずである。

　　　　Memorandum

In recent years, there have been increasing expenditures required by the shogunate. Furthermore, following last winter's accumulation of sand in villages across the three provinces of Musashi, Sagami, and Kazusa, a special domain-assessment tax (takayakukin) has been levied throughout the country as part of a relief effort. From all territories—both shogunal demesne (goryō) and private domains (shiryō)—a sum of two ryō of gold per one hundred koku of assessed yield is to be collected from villages and remitted to the authorities.

As the distances to various domains differ and collection from villages will naturally take time, those with holdings of 10,000 koku or more shall advance the amount themselves, with a deadline of the third month of this year for payment into the shogunal treasury (o-kinzō) in Edo. Those with holdings below 10,000 koku shall submit payment by the sixth month.

For those with a group leader (kumigashira), payment shall be made by the group leader, accompanied by a receipt ledger for each group. Those without a group leader shall notify the relevant authorities in advance of their payment.

Fractional assessed yields of fifty koku or less shall be exempt from the tax.

Temple and shrine lands are excluded. The above is hereby decreed.

Intercalary First Month, 14th Day:
Copies of the above were distributed one each at the audience hall (o-zashiki) to the district magistrates (kōri bugyō) Muso Gonzaemon and Suō Inozaemon, with instructions to notify the villages, and further to consult with the magistrates and urgently complete collection by the middle of next month.

On the following day, the 15th, the same instructions were relayed to Kaifuku Sazaemon, acting Kanazu magistrate (Kanazu bugyō kari-yaku), and the document was handed over.

Naruta Kakubei, a retainer of Honda Mago-tarō, was summoned. As Mago-tarō was at the time residing in Fuchū, instructions were sent by messenger, and the document was handed over. Note: for Tamuramura, one of Mago-tarō's enfeoffed villages, the collection was to be handled by Mago-tarō's side, while the remaining portion [obscured character] was to be collected by the district magistrates.
