天保十巳亥年十二月六日水野越前越前守様ヨリ申渡ニ付書上 一今夕水野越前守殿ヨリ御呼出有之田辺周吉罷出候様御用人ヲ以左之通御書付申渡有之     越前国三国湊之儀違作之年柄米雑穀類他国江出促而ハ国中夫食相減及飢餓候者出来可申哉ノ儀ニ而年之豊凶     ニヨリ湊閉■イタシ候趣ニ候処右村民飢餓ニ不及様勘弁之義御料ハ郡代私領ハ一領限夫々於領主安危之程     相考可被取計ハ勿論之事ニ付其方領内限ノ米穀産物取〆方イタシ候ハヽ可為其通候近来御料村々ノ売米雑   穀諸産物并他領ノ廻米津留イタシ国産ノ荷物陸地運送等迄為滞湊口銭格外ニ相増候ヲ自領ノ掟     ト相心得御料并他領迄及シ候次第其外銀札相場勝手之取計方イタシ候由相聞如何ノ事ニ候此上右体義   於有之ハ吟味ノ上厳重可被及御沙汰条向後其方領分之外廻米諸産物津留并陸地運送等無差支取計口銭   ノ義モ前々之通居置銀札相場猥ニ不引下都而御料他領ノ差支ニ不相成様急度可被申付候 

現代語訳

天保十年(己亥)十二月六日、水野越前守様より申し渡しがあったことについての報告書 一、今夕、水野越前守殿よりお呼び出しがあり、田辺周吉が御用人を通じて以下のお書き付けを申し渡された。   越前国三国湊について、不作の年に米・雑穀類を他国へ積み出してしまうと、国内の食料が減少し、飢餓に及ぶ者が出てくるおそれがあることから、年の豊凶によって湊を閉鎖する措置をとってきたとのことである。右の村民が飢餓に陥らないよう配慮することは、幕府領については郡代が、私領については各領主がそれぞれ領地の安危を考慮して対処すべきは言うまでもないことであるから、その方(貴殿)の領内に限って米穀・産物の取り締まりを行うのであればそれは構わない。しかし近頃、幕府領の村々の売り米・雑穀・諸産物、および他領からの廻米の津留(積み出し停止)を行い、国産の荷物の陸上輸送まで滞らせ、湊の口銭(荷揚げ手数料)を格外に引き上げ、これを自領の規則として幕府領および他領にまで及ぼしている。その他、銀札の相場を勝手に操作しているとのことで、いかがなことであるか。今後もこのようなことがあれば、吟味の上、厳重な御沙汰に及ぶこととする。よって、今後はその方の領分以外への廻米・諸産物の津留および陸上輸送の妨害等を行わず支障なく取り計らい、口銭についても以前通りに戻し、銀札の相場をみだりに引き下げず、すべて幕府領・他領に差し支えが生じないよう、きっと申し付けるように。

英語訳

A written report submitted on the 6th day of the 12th month of Tenpō 10 (1839, year of己亥 tsuchinoto-i), in response to instructions from Lord Mizuno Echizen-no-kami. One: This evening, having been summoned by Lord Mizuno Echizen-no-kami, Tanabe Shūkichi presented himself and received the following written directive through the Lord's personal attendant (goyōnin):   Regarding Mikuni Harbor in Echizen Province: in years of poor harvest, exporting rice and grain to other provinces would reduce the food supply within the province, potentially causing those within the country to fall into famine. It has thus been the practice to close the harbor depending on the abundance or scarcity of that year's harvest. It goes without saying that, in order to prevent the aforementioned villagers from falling into famine, the affairs of shogunal territories shall be managed by the district magistrate (gundai), and those of private domains by each respective domain lord, each considering the safety and wellbeing of their territories. If you wish to control the movement of rice, grain, and products strictly within your own domain, that shall be permitted. However, it has come to our attention that in recent times, you have been halting the sale of rice, grain, and various products from shogunal villages, as well as blocking the transport of rice from other domains, causing even the overland transport of locally produced goods to be delayed, while raising harbor fees (kuchi-sen) far beyond the normal rate — treating all this as the rules of your own domain and extending these measures even to shogunal and other domains' territories. It has also been reported that you have been manipulating the exchange rate of silver notes (ginsa) at your own discretion. This is highly objectionable conduct. Should such matters continue, a formal and strict inquiry and reprimand shall be issued. Therefore, henceforth you shall ensure that the transport of rice and other products outside your domain is not impeded, and that overland transport proceeds without obstruction; that harbor fees (kuchi-sen) are restored to their previous levels; that the exchange rate of silver notes is not arbitrarily lowered; and in all matters, you shall be firmly directed to ensure that no inconvenience is caused to shogunal territories or other domains.
