▲〇近年打続米価高直ニ而下々及難儀候当年調方宜候へ共人々凶作手当持囲候気分ニ相成候ニ付格別ニ米価引下ケ兼候様ニ
　相聞候尤凶年手当ハ致候内之儀ニ候へ共人々此節持囲候心得ニのミ相成候而ハ自然与大坂廻米払米馳通不宜様ニも

そのようなことがあれば、管轄の代官所から注意するよう申し付けてありますので、予めそのように心得て申すべきです。右の通り触れを出すべきです。未年十二月

幕府下の勘定所にて御渡しがあった御達書の写し

○近年続いて米価が高値で、下々の者が難儀しています。今年は作柄が良いにも関わらず、人々が凶作に備えて米を蓄える気持ちになっているため、格別に米価が下がりにくい様子であると聞いています。もっとも凶年に備えて蓄えをするのは当然のことですが、人々がこの時期に蓄えることばかり考えるようになっては、自然と大坂への回米や払米の流通が悪くなる恐れがあります。万一流通が悪くなるような事態になれば、下々の者が難儀することになり、不憫に思われます。このため、この度できるだけ大坂はもちろん、管轄により江戸表等への回米を行い、払米を多くすることが肝要です。このようになれば下々のためになり、不憫に思われるところも自ずと解消されることですので、よく勘弁して、それぞれに申し付け、領内へも申し付けるべき事柄です。右の通り厚く心得て申すべきです。右の趣旨を触れ出すべきです。未年十二月

○In recent years, rice prices have continued to be high, causing hardship for the common people. Although this year's harvest was good, people have become inclined to hoard rice in preparation for potential crop failures, making it particularly difficult for rice prices to fall, as we have heard. While it is natural to prepare for bad years, if people focus only on hoarding at this time, the circulation of rice shipments and sales to Osaka may naturally deteriorate. Should circulation become poor, the common people will suffer hardship, which would be pitiful. Therefore, it is essential at this time to ship rice not only to Osaka but also to Edo and other places under respective jurisdictions, and to increase rice sales as much as possible. If this is achieved, it will benefit the common people and naturally resolve the pitiful circumstances. Therefore, please give this careful consideration, issue instructions to your respective subordinates, and also give instructions within your domains. Please take the above to heart. The above intent should be proclaimed. 12th month of the Year of the Sheep
