〇近頃顔を隠す頭巾を作って道中でかぶる者が数多くいて、奉行所からの尋ね人と紛らわしいので、以前から【以下判読不能】頭巾、角頭巾以外は一切かぶってはならない。この趣旨は先年触れ出したところ、近頃顔を隠す異様な頭巾をかぶる者がいるとのことを聞いた。不届きな次第で、そのようなことがあってはならない。したがって今後、顔を隠す頭巾をかぶって歩き回る者がいれば、屋敷内でも巡回の者が見かけ次第頭巾を取らせ、名前なども聞き取り、疑わしい者であれば召し捕り、届け出る必要はなく町奉行へ引き渡すこと。もっとも、処罰を間違えても構わない。この通り触れ出すこと。十二月

までも無い破損箇所や、内郷、包み、往還道、橋、樋などの破損分については、みだりに御普請などを村方が願い出ても取り上げない決まりであるから、決して願い出てはならない。
この通り寛政三年（亥年）、同五年（丑年）関東筋出水の節々に触れ出したところ、村方によっては心得違いの願いなどをした例もあるようだと聞いている。この度関東・東海道・甲州・濃州・勢州・上方筋の出水については、堤防・川除けの普請も莫大なことになるであろうが、放置できる筋合いのものではないので、それぞれ御普請も行うことになるであろう。しかし川々の御普請については、堤防・川除けで放置できない場所の御普請があることは当然のことであるが、出水の村々や包み内郷などにまで至って、たいした破損もない場所なども一律に御救い御普請などと心得て願い出る例もあるようで、これは心得違いである。この度の御普請の際、担当役人が村を回る先において、そのような願いを申し立てても決して取り上げない決まりであるから、その旨を心得て心得違いの願いを申し立ててはならない。この趣旨を武蔵・下総・上野・下野・常陸・甲斐・駿河・遠江・美濃・伊勢国その他上方筋の御料は御代官、私領は領主・地頭から村々へ漏れなく申し渡すこと。この通り各方面へ触れ出すこと。戌年七月

This was proclaimed during the floods in the Kanto region in Kansei 3 (year of the boar) and Kansei 5 (year of the ox), but it appears that some villages have submitted mistaken petitions. Regarding the current floods in Kanto, Tokaido, Koshu, Noshu, Seshu, and Kamigata regions, the construction of embankments and river maintenance will be enormous undertakings, but since they cannot be abandoned, respective government construction projects will be carried out.
