○Regarding exchange of damaged gold coins Tiger 12th month
▲○Recently, sugar production in various provinces has gradually increased, and it is reported that large quantities are being shipped to Osaka and other regions. Regarding this matter, it is inappropriate to naturally grow sugar cane on main rice fields and specialize in sugar production instead of rice cultivation. Therefore, from now on, the cultivation of sugar cane on main rice fields shall be prohibited. However, cultivation on wasteland or cleared mountains and hills where rice does not grow well shall be treated as an exception.
Regarding this directive, for government lands, the local magistrates and deputies, and for private domains, the lords and land stewards shall strictly enforce this order.

○Recently, it has been reported that townspeople carry lanterns bearing the Aoi family crest during fires, causing obstruction at fire scenes. The lanterns provided to purveyor townspeople are for carrying out official equipment during emergencies, and should not be used for purposes other than official business even in normal times, yet using them privately is misconduct. From now on, if such persons are found, they shall be arrested, investigated, and strictly punished. Therefore, rice in poor condition should be replaced with new rice from that year's collection. Previously, annual reports were made regarding the replacement of stored rice, but from now on annual reports are not necessary, so keep this in mind and ensure there is no insect damage or shortage when distributed later. Of course, when replacement is completed, report to the Finance Office each year.

However, while rice prices are low, commodity prices have been gradually raised, which is improper. Henceforth, commodity prices should be lowered as much as possible in accordance with rice and grain prices. However, while lowering prices, the quality of goods must not be compromised, as that would be pointless. This directive for conducting all business properly shall be given to suppliers, wholesalers, intermediary dealers, and others engaged in commerce. Even after giving these orders, if prices are still not lowered, consultation shall be held with the relevant authorities and strict punishment administered.
