然る間。上一人より。下四 元（けん）に至るまて皆 掌（たなこゝろ）を
あはせ。頭（かうべ）をたれて空海を礼し奉らずといふ事
なし。御門（みかど）御感（ぎよかん）のあまりに空海を少僧都（せうそうづ）に任（にん）

の道をふかくしんがうましますことは。ひとつは是
よりそおこりける。さて御 成就（じやうじゆ）のゝち。聖衆（しやうじゆ）をお

やかて神泉苑（しんぜんえん）の池にとゝめ奉りて。竜花（りうげ）の下（け）
生（しやう）三 会（ゑ）の暁（あかつき）まで。此国をまもり。我法をもまもら

現代語訳
そういうわけで、上は天皇一人から、下は四民（庶民）に至るまで、皆が手を合わせ、頭を垂れて空海を礼拝しない者はなかった。天皇は深く感動されたあまり、空海を少僧都にお任じになられた。ますます御帰依は深まるばかりであった。真言の教えを深く信仰されるようになったことは、一つにはここから始まったのである。さて、祈祷の成就ののち、空海は聖衆（諸仏・菩薩たち）をお送り申し上げられた。まことの善女龍王をば、やがて神泉苑の池にお留め申し上げて、「龍華の下生三会の暁まで、この国を守り、我が法をも守ってくださいますよう」と、固くご契約がおありになったとのことである。

And so, from the Emperor himself down to the common people, there was not a single person who did not press their palms together and bow their head in reverence to Kūkai. So moved was the Emperor that he appointed Kūkai to the position of Lesser Sōzu (Junior Bishop). His Imperial devotion grew ever deeper. That the Way of Shingon came to be so profoundly revered was, in one respect, born from this very moment. After the successful completion of the ritual, Kūkai ceremonially sent off the assembled sacred beings. The true Zennyo Ryūō (the Good-Woman Dragon King) was thereupon kept and enshrined in the pond of Shinsen'en, and a solemn covenant was made, beseeching her: "Until the dawn of the three assemblies under the Dragon Flower Tree [when Maitreya descends], protect this land and protect our Dharma."
