（天皇は）如来がご在世の折に、諸国の国王たちの一人として（天竺へ）参詣なさるようなお気持ちで（高野山へ御幸なさるとのことで）、各々財力を惜しまず、行列の装いを整えるようにとの宣旨があったので、金や宝玉をちりばめ、馬の鞍を飾り立て、錦の刺繍の布を仕立てて衣装を調え、旌旗は天に翻り、画竜は雲へと昇るかのようで、綾や薄絹は地を照らし、彩り豊かな鳳凰（の図柄）が野に満ち溢れるようであった。（日頃は）明王（天皇）の倹約の御心もしばらくは緩められて、大国の御幸にも劣らぬほどの盛大な行列であったとのことである。

As the Emperor set forth in the spirit of making a pilgrimage as one among the kings of the many lands who would have done so had the Tathāgata been alive in this world, an Imperial decree was issued that each and every attendant should spare no expense and prepare their procession in the finest array. Accordingly, gold and precious jewels were studded upon adornments, horse saddles were lavishly decorated, brocade and embroidered silks were fashioned into robes and garments, pennants and banners streamed across the heavens, painted dragons seemed to soar up into the clouds, fine silks and gauze illuminated the ground beneath, and brilliantly colored phoenixes appeared to fill the fields. Even the customary frugality observed under this enlightened sovereign was, for the occasion, set aside for a time, and the procession was said to have been of such splendor as to be no less magnificent than an Imperial progress of a great nation.
