Regarding the domain's finances (o-katte), the difficult situation from the end of last year is as each of you is well aware. Moreover, additional unexpected expenditures have arisen over the past year and into this year, causing further financial strain. It is well understood that the retainers of the domain have long been in considerable hardship, and this is a matter of deep concern. However, as there is no means by which debts can be repaid, it has been unavoidably ordered that the borrowing of rice (o-karime) be increased, to a total of eight bu (eighty percent). The details of the apportionment will be communicated separately by the Finance Office (Kanjōsho).
