[Regarding retinues,] it is His Lordship's intention that simplification and reduction are perfectly acceptable. With that understanding, though it is an immeasurable hardship, all matters are to be carefully managed and economized, and each person is to continue to discharge their duties of service faithfully. So it has been ordered. Respectfully concluded. Second Month Note: The same was conveyed at the Edo residence on the sixth day of the Third Month. Item: On the same day, the Senior Councilor (Karō) Sakai Geki (Tomotaka) conveyed the following to the Kanazu Magistrate, Town Magistrate, Inspector (Ometsuke), District Magistrate (Kōri Bugyō), and others: **Official Written Notice (Goshotsuke)** The domain's finances (o-katte) are under severe strain. On this occasion, due to special personal expenditures required by the Lady (Gozen-sama — the lord's consort or a senior female family member), unavoidable and exceedingly large additional costs have arisen from transport levies (un'jō) at this time. Moreover, as it is shortly before His Lordship's return to the domain, there is a shortfall in the necessary funds from various quarters, and there is deep concern that this situation may hinder His Lordship's return to the domain. The matter of alternate attendance (sanpu) and returning to the domain is of the utmost importance vis-à-vis the Shogunate (kōgi), and is also for the benefit of the domain's people. It is therefore His Lordship's sincere wish to return to the domain without impediment. Although it causes Him considerable distress of heart, as there is no other means available, an emergency loan (saigakukin — a compulsory financial contribution) is hereby ordered upon the towns and villages (machi and zai) within the domain's territory. It is understood that the villages (zaigata) have suffered poverty in recent years, and that the town districts (machisüji) have been particularly impoverished due to the great fire of recent years; but truly, out of sheer necessity… [text continues on the next page]
