**[Right folio]:** Blank **[Left folio]:** The fact that, in the 3rd month of the year of the Monkey (*Saru*, i.e., Ansei 7/Man'en 1, 1860), those of sincere patriotic heart (*sekishin hōkoku noともがら*) carried out the killing of the Great Elder (*Tairō*), Lord Ii Kamon-no-kami, was in no way motivated by any treacherous intent toward the Shogunate. Since taking office as chief administrator, Lord Kamon-no-kami had exercised his personal authority without restraint, treated the Imperial Court with contempt, and did nothing but fear the foreign barbarians (*ijin*). Out of his personal disposition, he despised the righteous and upright men of moral indignation (*kōgai chūchoku no gishi*), and for the sole purpose of demonstrating his own power and authority, he engaged exclusively in scheming and plotting — truly a sinner before the gods and spirits (*shinmei*). It was therefore our conviction that if this treacherous minister were struck down, the Shogunate would naturally come to feel remorse and repentance, and that henceforth they might turn their attention to respecting the Imperial Court, repelling the foreign barbarians, and giving proper regard to the security of the nation and the direction of the people's hearts. It was with this conviction that we cast aside our lives and carried out the killing. However, since that time, there has been no sign whatsoever of any such repentance, and the course of Shogunal governance has continued entirely as before. While this is the fault of all the Shogunate's officials collectively, when all is said and done, it is Senior Councillor (*Rōjū*) Lord Andō Tsushima-no-kami who must be named the foremost culprit. Lord Tsushima-no-kami had been of one mind and purpose with the Ii administration since the time of Lord Kamon-no-kami's tenure, assisting in the conduct of Shogunal governance, and even after the death of Lord Kamon-no-kami, he not only showed not the slightest sign of remorse or repentance, but his scheming, slander, and machinations appeared to surpass even those of Lord Kamon-no-kami himself —
