　一御入国以来地震の記相糺し候得ども今度位地震強き
　　事 曾（かつ）而不相見元禄十六年十二月廿三日強き事近来信濃
　　越後の大地震去年九州四国辺強き由けれども
　　御膝元は是迄ヶ様の地震無之様相見侯所昨年より

**【地震の記録についての所感】**

御入国以来の地震の記録を調べてみたが、今回のような強い地震はかつて見られたことがない。元禄16年（1703年）12月23日の地震が強かったことは近年の記録にあるが、最近では信濃・越後の大地震や、去年の九州・四国あたりの強い地震があったと言われている。しかし、お膝元（江戸）においては、これまでこのような地震はなかったように見受けられたところ、昨年より

このような次第となり、天変とは申せ、まことに恐れ入ったことで、安心できず、謹み慎むべきことと存じます。今後の用心・心がけのためにも役立てられるよう心掛けることが第一であると思い、御入国以来の地震・変動の古い記録を、伏見城でのお話し相手の方々へ、神君様（徳川家康公）がありがたくお話しになった上意の記録なども調べ集め、人々に伝えようと思い、老眼もいとわず集録したものである。

**【地震後の商人に関する触れ書き】**

地震の後、あちこちで火災が発生し、市中が騒動となったことにより、諸商人たちに対して、当分の間は商売を休むようにとの指示が町奉行所から出され、町役人たちより商売差し止めの触れが出回っているとのことである。しかし、商人たちから申し出があったところによれば、まったくそのような指示はなく、誤解が生じているとのことである。よって、諸商人は今後一切商売を休むことなく、市中一般において支障なく売買を行うよう、諸商人へ漏れなく申し渡すよう、厳重にお命じになった。

**[Reflections on the Earthquake Records]**

I have investigated the records of earthquakes since the Lord's entry into the domain, but an earthquake as powerful as this one has never been seen before. The earthquake of the 23rd day of the 12th month of Genroku 16 (1703) was recorded as strong in recent memory, and in recent times there were the great earthquakes of Shinano and Echigo, and it is said that last year the regions of Kyushu and Shikoku were struck by powerful tremors. However, it had appeared that the area directly under His Lordship's authority (Edo) had been spared from earthquakes of this kind until now — yet since last year,

things have come to this state. Though one may call it a heavenly change, it is truly a matter of great awe and unease, and I believe it is something that calls for reverence and caution. Thinking that it should above all be kept in mind as a guide for future preparedness, I have investigated and gathered the old records of earthquakes and disturbances since the Lord's entry into the domain — including records of the gracious words spoken by the Divine Lord (Tokugawa Ieyasu) to those who attended him in conversation at Fushimi Castle — intending to share them with others, and have compiled them here without sparing my aging eyes.

**[Official Notice Regarding Merchants After the Earthquake]**

Following the earthquake, fires broke out in various places and unrest spread throughout the city. As a result, the Town Magistrate's Office (Machi-bugyōsho) issued instructions to merchants to suspend their businesses temporarily, and town officials circulated notices ordering the suspension of trade. However, it has been reported by merchants that no such instructions were in fact issued, and that a misunderstanding has arisen. Therefore, strict orders have been issued that all merchants are to immediately cease no business whatsoever going forward, and that they should be informed without exception to conduct trade throughout the city without any hindrance.
