一諸商人地震出火二而居宅大破焼失等も家業可有之候得共
永々相休候而は諸人難儀致候間銘々持前之商内此上不差支
売致可申若心得違二而無偶相休居候者入 御聴候得は
急度御沙汰可被為在趣被 仰渡候
一此節地震再震を恐往還家族とも大勢罷在候而
建具等二而囲ひ致居御武方通行等に差支有之
候而は不宜并不取締に有之候而は以之外之儀二付
町役人とも心付候様可致候
右沙汰廉々早々店々小前之者迄行届候様二急度可申渡候
現代語訳
一、銭両替屋で支障をきたしている者もいるとのことにつき、両替屋はそれぞれ今回の地震により居宅・家財などが大きく損壊し、業務に支障をきたすこともあろうが、それぞれ家業のことであるから、両替業務に差し支えのないよう、十分に話し合い工夫して対処すること。○諸職人・日雇い人の賃金についても、雇い主側で支払いに支障をきたしている者もあるとのことにつき、できる限り工面して差し支えのないようにすること。○市中で飯米を貯蔵していた蔵が大きく損壊し、蔵からの米の搬出に支障をきたしているとのことにつき、米問屋が支障なく営業できるよう御沙汰があったので、精米屋・路上精米業者はいずれも、平素の米問屋・仲買との取引において不正・不義理等をおこなって支障をきたしている者についてはその旨を申し出ること。みだりに問屋・仲買の内部において米の売り捌きに支障があるなどと風説を流す者は、調査の上処分があるので、券番屋（小売業者）は小売業務を支障なく行い、路上精米業者は得意先への精米業務を滞りなく、実直に家業に励むよう、精米屋の行事（組合役員）たちへ命じられたので、各組においても行き届くよう取り計らうこと。
一、諸商人は地震・出火により居宅が大きく損壊・焼失するなどしても家業を続けるべきであるが、長期間にわたって休業しては人々が難儀するので、それぞれ本来の商いをこれ以上支障なく売り続けること。もし心得違いにより不必要に休業している者がいれば、お上のお耳に入り次第、厳しく処分されるとのことを申し渡された。
一、この度の地震について余震を恐れ、往来・家の前に家族ともども大勢が出て、建具などで囲いをして居るため、武家方の通行などに支障をきたしており、それは好ましくなく、また取り締まりが行き届かない状態であることはもってのほかであるから、町役人たちも注意を払うようにすること。
右の各沙汰の内容を、早々に店々・末端の者にまで行き届くよう、厳しく申し渡すこと。

One item: As there are reports that money changers (zeni-ryōgaeyа) are facing difficulties, although each money changer's residence and household goods may have suffered severe damage in this earthquake, making operations difficult, since this concerns their livelihoods, they should consult thoroughly among themselves and devise ways to ensure that money-changing operations continue without disruption. ○ Regarding the wages of various craftsmen and day laborers, there are reports that some employers are having difficulty making payments; they should manage their finances as best as possible to ensure there is no disruption. ○ As the storehouses in the city where rice for daily consumption was stored have been severely damaged, making it difficult to remove the rice from them, orders have been issued for rice wholesalers to continue their operations without disruption. Therefore, rice-polishing shops and street rice-polishers alike: if anyone is causing disruption through dishonest or improper dealings with their regular rice wholesalers and brokers, they should report the matter. Anyone spreading rumors that rice sales within the wholesaler and broker network are facing disruption will be investigated and dealt with accordingly. Licensed rice retailers (kenbanyа) are to continue their retail business without interruption; street rice-polishers are to carry out polishing for their regular customers without delay and to conduct their business honestly. Since these instructions have been issued to the heads (gyōji) of the rice-polishers' associations, each group is to ensure these directives are thoroughly carried out.
One item: Although various merchants may have suffered severe damage or loss of their residences due to the earthquake and fires, they should continue their trade. As prolonged closure of businesses would cause hardship to the people, each merchant is to continue selling their usual goods without further interruption. If anyone is found to be unnecessarily suspending their business due to a misunderstanding of these directives, the matter will be brought to the attention of the authorities and strict measures will be taken, as has been duly ordered.
One item: Out of fear of aftershocks following this earthquake, large numbers of people including family members are gathering in the streets and in front of their homes, enclosing themselves with screens and furniture, which is causing obstruction to the passage of samurai and others. This is unacceptable, and it is an extraordinary matter that proper order is not being maintained; therefore, town officials (machi-yakunin) are to take note and attend to this accordingly.
