現代語訳
焼死した者は男女合わせて二百人余りに及び、多くが死絶えるという惨状であった。支配所五万八千三百石余りのうち、無事であった村々の石高は三分（約三割）にも満たず、七分余りは被災した村々であり、何とも歎かわしい次第である。差し当たって、村々の用水路を修復しなければ、飲料水の確保にも支障をきたし、また田方の用水が最も肝要な時節でもあるため、いずれも放置しておいては、苗はもちろん、無事な田地への植え付けにも支障が生じる。しかし、（被害の）場所が広大で破損が著しく、到底村々の自力では及ばず、家屋の火災などの難儀とも異なり、家居・田地・山林等に至るまで覆い被さった大災難であり、とりわけ水内・高井の両郡においては、大地震の被害が甚だしく、放置しておけば完全に潰滅してしまう村々が多く、人命・後々の御収納・御国益を失うことになり、容易ならぬことであるため、御救いがなければ、どうしようもない。
また、右の大地震によって、北国往還の丹波島渡し舟場よりおよそ二里半ほど川上の、真田信濃守領分平林村地内、字虚空蔵山において、およそ二十ヶ所余りの箇所で山稜（さんりょう）が犀川へ押し出し、川を埋めて川端を締め切った。そのまま放置すれば、自然と（水が）押し埋まり、締め切った場所が水力によって押し崩されることになり、その際にどのような洪水になるか気遣われるため、支配所の千曲川沿いの村々に心得のため申し伝えるよう、との旨が、信濃守の家来から申し合わせがあった。このため千曲川は平水より七、八尺も減水しており、川筋の村々が心配して、山際の高い場所へ立ち退いている。（山崩れで堰き止められた水が）切り開かれた場合はどうなるか、数日にわたって湛えた（水）を一時に押し流した場合は、また水害の異変が生じるだろうと、格別に人心が不穏で心配しております次第でございます。
前書きに申し上げた通り、災害によって極めて困難な状況に陥っている次第を御賢察いただき、生活再建のため、並びに自普請箇所の用水路大破につき、金二千五百両を書面の村々へ急ぎ拝借仰せ付けていただきたく存じます。もしそうでなければ、到底継続（復興）の手段がなく、万一この上さらに難渋が続き、心得違いから人心が立ちあがるような（騒動が起きるような）ことに……

Those burned to death numbered over two hundred men and women combined, with many having perished entirely. Of the total assessed yield of the magistrate's domain—more than 58,300 koku—the villages that escaped damage accounted for less than three-tenths (san-bu) of the total assessed yield, while more than seven-tenths consisted of disaster-stricken villages, a situation most lamentable indeed. As an immediate concern, unless the irrigation channels in the various villages are repaired, there will be difficulties in securing drinking water. Furthermore, as this is the most critical season for agricultural irrigation, if left unattended, not only seedlings but also the planting of crops in undamaged fields will be impeded. However, the area of damage is vast and destruction severe, and it is utterly beyond the self-sufficiency of the villages to cope. Unlike the hardships of house fires, this is a catastrophe that has engulfed homes, farmland, and mountain forests alike. In particular, in the two districts of Mizuuchi and Takai, the earthquake damage is so severe that many villages will be completely annihilated if left unattended, resulting in the loss of lives, future tax revenues, and the nation's benefit—a matter of no small gravity. Without relief assistance, there is absolutely no way forward.
Furthermore, as a result of the said great earthquake, on the Sai River approximately two and a half ri upstream from the Tanbajima ferry crossing on the Hokuriku Highway, within the territory of Sanada Shinano-no-kami, in the area of Hirabayashi Village at a place called Kokuzo-yama, more than twenty locations along the mountain ridge collapsed into the Sai River, burying it and blocking off the riverbank. Left unattended, the water will naturally accumulate and build up pressure until the blockage is broken through by the force of the water—what manner of flooding might result from that moment is a cause for great concern. Word was received from a retainer of Shinano-no-kami that the villages along the Chikuma River within my jurisdiction should be informed and put on alert. For this reason, the Chikuma River has dropped seven to eight shaku below its normal water level, and the villages along the river are anxious, with residents evacuating to higher ground near the mountains. Should the blockage be breached, or should the water that has accumulated over several days suddenly be released all at once, yet another catastrophic flood could occur—the state of public anxiety is extraordinary and deeply concerning.
In light of the circumstances described above—that the disaster has plunged the people into extreme hardship—I humbly request that Your Excellency exercise wise discernment, and that an emergency loan of 2,500 ryō in gold be granted to the villages listed herein, both for purposes of continued recovery and for urgent repairs to severely damaged irrigation channels that fall under self-funded repair obligations. Without such assistance, there is absolutely no means of sustaining recovery, and should hardship continue further, leading those of misguided disposition to stir up unrest among the populace...
